Qualifications
  • Developing reliable data collection instruments or protocols such as, but not limited to, a survey instrument, observation protocol, or materials checklist
  • Experience identifying performance gaps and/or learning needs and their organizational impact
  • Experience formally documenting instructional design plans in the form of design document, project plan
  • Demonstrated creation of documents that identify instructional design and project information to guide the development of instruction and contains, but not limited to: summary of learning need or project requirements, solution concept, project milestones and deliverables, success criteria, project risks, or similar design considerations
  • Experience using empirical data ( quantitative and/or qualitative) to make instructional design decisions
  • Excellent communication and writing skills to compose correspondence on behalf of senior executives
  • A strong working knowledge and experience with Microsoft Outlook, Microsoft Office, SharePoint and PowerPoint
  • Strong interpersonal, networking, and critical thinking skills (analysis, judgment, information seeking)
  • Ability to synthesize information from various resources
  • Demonstrated ability to multi-task and work independently; self-starter

Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD.

Responsibilities

Responsible for translating the clients business requirements into specific systems, applications or process designs for very large complex IT solutions and integrating architecture. Acts as an advocate for the client as the ultimate authority on the architecture designed to address client business problems. Plans, implements, tests, documents, and maintains enterprise-wide solutions to total system or subsystems using internally created and/or off the shelf products. Analyzes and identifies all or part of a company's existing or new peripheral, network, and telecommunications systems requirements, taking into consideration the special technology needs. Establishes functional and technical specifications and standards, solves hardware/software interface problems, defines input/output parameters, and ensures integration of the entire system or subsystem. Provides direction for design activities. Often project-based, sometimes working at customer sites.

Provide support to the Sponsors Directorate-level learning institution, where skills-specific tradecraft training divisions combine with new programs to leverage private sector opportunities, support the Directorates corporate career development, and raise digital acumen throughout the Sponsor organization. The Systems Integrator shall work as an integrated member of project teams with specific roles and responsibilities to ensure the designated delivery schedule for learning solutions. Work will be performed in support of new and redesigned classroom, online, and blended courses and other learning solutions to include performance support processes and tools.

The Systems Integrator (SI) shall perform all parts of the training development cycle. Training types include but are not limited to: instructor-led courses, web-based and online training, blending learning, and performance support products and tools. Responsibilities include:

  • Ability to plan, implement, and coordinate activities throughout the project lifecycle to its completion, including complex considerations of risk tolerance and impact to parallel tasks
  • Ability to construct learning objectives that identify what learners will know or be able to do when they complete the training or learning intervention
    • Objectives may span the cognitive, affective, or psychomotor domains and must be measurable
  • Ability to select and develop instructional strategies that create the appropriate conditions for learners to achieve learning objectives.
  • Ability to create formal or informal assessments that measure learner achievement of learning objectives
  • Perform activities to develop, launch, and test training, learning, or performance support, to include:
    • Creating lesson plans, storyboards, presentation materials, student manuals, and job aids
    • Creating evaluation (formative and summative) plans for training courses and other learning interventions; to include development of data collection instruments, data analysis and reporting of results
  • Ability to follow established workflow processes, and incorporate required standards in the Sponsors learning institutions
  • Delivering learning experiences to the Sponsors community
    • Face-to-face instruction in a classroom-based experience
    • Facilitation of synchronous or asynchronous online learning event
  • Curriculum Development and Course Management:
    • Provide Instructional Designer experience to the development of sponsor-led online and classroom courses/events and materials for new and existing courses
      • Collaborate across matrixed teams to conceptualize and propose new courses that fit within the digital acumen strategic framework
      • Review legacy learning content and courses and refresh/propose new learning solutions
      • Research and propose external/commercial curriculum design/development/instruction opportunities to add to the course offerings
