Responsibilities

Responsible for translating the clients business requirements into specific systems, applications or process designs for very large complex IT solutions and integrating architecture. Acts as an advocate for the client as the ultimate authority on the architecture designed to address client business problems. Plans, implements, tests, documents, and maintains enterprise-wide solutions to total system or subsystems using internally created and/or off the shelf products. Analyzes and identifies all or part of a company's existing or new peripheral, network, and telecommunications systems requirements, taking into consideration the special technology needs. Establishes functional and technical specifications and standards, solves hardware/software interface problems, defines input/output parameters, and ensures integration of the entire system or subsystem. Provides direction for design activities. Often project-based, sometimes working at customer sites.

The individual selected for this position will assist the customer with software acquisitions contract administration and close-out activities. Responsibilities include providing professional technical and administrative acquisition support involving information technology software related acquisitions to include, but not limited to the following:

  • Preparing acquisitions documentation in accordance with Sponsors Contracting Manuel (CCM), and associated Federal Laws, regulations, and procedures.
  • Engage with the Sponsor, Mission Partners and other stakeholders on matters related to the development and execution of IT software acquisition requests.
  • Provide guidance to Mission Partners in accordance with the Sponsors guidelines
  • Perform contract administration duties using the Sponsors acquisition systems (BASIS)
  • Provide assistance throughout the software acquisition process to ensure that appropriate review and approval is obtained
  • Research contract files and other records to identify pertinent information needed for processing
  • Prepare contract documents for approval processing , reproduction, assembly and /or distribution
  • Maintain official Sponsor contract files
  • Establish procedures and execute work schedule to insure that necessary tasking is completed in a timely manner
  • Coordinate with various stakeholders to accomplish requirements associated with a variety of software acquisition related tasking
  • Manage data entry, tracking, and retrieval on acquisition related artifacts, ensuring integrity of the system and routinely run reports to assess the status of open actions.
  • Compile and prepare reports pertaining to status of contractual actions

Qualifications

Required:

  • Knowledge and experience of the government acquisition process
  • Understanding of Federal Acquisition Regulations (FAR), FAR part 12 acquisition of commercial items, FAR Part 39 acquisition of information technology and firm fixed price contract types
  • Strong organizational and time management skills; excellent communication, editing and writing skills; ability to apply critical thinking to solve complex problems
  • Experience with Microsoft Outlook, Microsoft Office, SharePoint, and PowerPoint
  • Demonstrated senior-level interpersonal effectiveness, political savviness, and communication skills to interact with all levels of the workforce and write and present program artifacts that are appropriately tailored to meet the information needs of the audience
  • Strong interpersonal and critical thinking skills (analysis, judgement, information seeking)
  • Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD.

Preferred Requirements:

  • Knowledge of Sponsors software asset management and total asset management regulations
  • Contract administration experience
