Qualifications

Required Qualifications:
  • Working knowledge of Sponsor's processes, policies, regulations, procedures, capabilities, and internal administrative support systems.
  • Working knowledge of external stakeholders' processes, policies, procedures, and capabilities.
  • Ability to communicate in a clear and concise manner to convey ambiguous and complex ideas and information on technical/administrative mission-related issues in a well-organized, logical, understandable, credible, and courteous manner that is appropriate for the situation, topic, and listener.
  • Ability to communicate persuasively and influence without authority, navigating stakeholder equities and areas of authority to facilitate and advise and build bridges as needed while demonstrating respect for others' equities and views, including in politically charged or sensitive discussions.
  • Process oriented; demonstrated ability to work collaboratively.
  • Demonstrated on-the-job experience identifying strengths and weaknesses of strategic and technical approaches and organizational positions and providing recommendations and
    solutions to problems.
  • Demonstrated on-the-job experience coordinating and working action items to completion.
  • Organizational, collaboration, and interpersonal skills to effectively complete tasks; ability to collaborate across and with executive offices.
  • Self-starter; demonstrated ability to manage multiple competing priorities, fast-paced turnarounds, projects and/or activities.
  • Demonstrated on-the-job experience exhibiting oral and written communication skills to support executive briefings/presentations, planning and facilitating meetings and providing support for technical and other documentation.
  • Critical thinking skills sufficient to make sound and timely recommendations and/or decisions in
    unique situations, including recommending alternate courses of action and their strengths and weaknesses.
  • Analytical skills to evaluate complicated and/or sensitive information to address moderately complex technical and mission-related issues.
  • Bachelor's degree or equivalent experience in a relevant field.
  • Minimum of 10 years' experience.

Desired Qualifications:
  • Master's degree in Information Systems, or Bachelor's degree with equivalent experience in a relevant field, such as information systems design and architecture.
  • Minimum of 10 years' experience including at least 5 years' experience with the Sponsor.

Responsibilities

The individual selected for this position will support the Sponsor's Information Technology Enterprise (ITE) organization. The Sponsor's ITE Integration & Planning Team is a highly collaborative team responsible for strategic thinking about technologies, capabilities and integration; performing coordination, research and analysis on technologies, policies, issues, and initiatives; identifying organizational equities and investment considerations and recommendations; deconflicting technical, investment, policy, and strategy issues within and outside of the organization; and supporting senior decision-maker discussions in various governance forums.

This role includes engineering and program management support to identify policy and technical issues, capabilities, and requirements. lt also requires application of expert communication skills to coordinate and communicate effectively with key stakeholders. This includes coordinating activities with other offices (including Executives) across the Organization; collaborating with external executive offices; supporting the Organization's COO, D/COO, CIO and other Executives; and appropriate coordination, support, and closure of actions. Responsibilities include but are not limited to the following:
  • Provide strategic thinking, research and analysis to support discussions and pursuit of key strategies, issues, topics, equities, and potential courses of action
  • Provide technical subject-matter expertise to non-technical experts, communicating complex and ambiguous technical implications in ways others can understand implications and equities.
  • Provide direct and indirect meeting preparation and support to ensure the Executives have necessary data for meetings, including talking points and background material.
  • Facilitate technical exchange meetings; support ongoing collection and analysis of requirements.
  • Assist in the coordination processes of all boards, meeting minutes, maintenance of policies, and generating reports, as required.
  • Manage action items by tracking, coordinating, providing input, and documenting responses via an Enterprise tool.
  • Coordinate documents, organizational positions, and policies to gain input and support from stakeholders and communicate organizational stance in an adept and professional manner.
  • Review documents, briefings and policies to create comprehensive Executive Summaries.
  • Perform outreach with external organizations to coordinate the use of IT tools.
  • Plan and coordinate program management process activities and leverage experience to recommend streamlined and efficient business processes, to include developing standard operating procedures and associated documentation.
  • Track and analyze progress on overarching strategic goals and programmatic milestones across
    multiple artifacts. Provide input to and feedback on reporting templates and artifacts, including messaging about progress, dependencies, and issues related to program and strategy execution.
