Responsibilities

Responsible for translating the clients business requirements into specific systems, applications or process designs for very large complex IT solutions and integrating architecture. Acts as an advocate for the client as the ultimate authority on the architecture designed to address client business problems. Plans, implements, tests, documents, and maintains enterprise-wide solutions to total system or subsystems using internally created and/or off the shelf products. Analyzes and identifies all or part of a company's existing or new peripheral, network, and telecommunications systems requirements, taking into consideration the special technology needs. Establishes functional and technical specifications and standards, solves hardware/software interface problems, defines input/output parameters, and ensures integration of the entire system or subsystem. Provides direction for design activities. Often project-based, sometimes working at customer sites.

Work Description:

The individual selected for this position will support the Customer's organization that provides the network engineering for a global enterprise network. This organization is the center of excellence in IT networking; to be successful for the future, they must become a center of excellence in project and program management. The group provides first articleengineering design and implementation expertise to support the enterprise/global infrastructure. Among the Customer's focus in this endeavor is the adoption of Agile/DevOps practices for engineering activities in the infrastructure domain and in order to prepare the organization for pivoting toward"Infrastructure as Code."

The Customer seeks a Senior Agile Coach at the Group level, reporting to the Chief of Staff, to work with Group/Division/Branch leadership and engineering teams across the organization to facilitateand enable Agile/DevOps practices for their space. Duties/tasks and responsibilities include, but are not limited to:

  • Assist in standardizing Agile/DevOps practices whererequired, but primarily focusing on enabling flexibilityfor the work element to do what is best for their team
  • Help teams determine how to best funnel informationand metrics for consumption at higher levels without the effort dominating their time
  • Observe teams; make recommendations on strategic and tactical directions
  • Help develop teams' continuous learning environment through implementation of some Agile practices; help teams to understand how traditional software development practices can be applied to infrastructure
  • Develop communities of interestacross the organization; develop forums for cross-collaboration and sharing lessons learned in the adoption of Agile/DevOps.


Qualifications

Required Skills/Experience

  • Outstanding interpersonal skills--must be approachable by the workforce and management at multiple levels
  • Must be experienced in Agile methodologies--including ability to tailor to a variety of IT products/services, as applicable
  • Demonstrated self-starter; ability to work independently, with little to no explicit Customer direction, to define the strategy/approach and implementation of approved plans
  • Outstanding written and verbal communication skills--demonstrated ability to discuss complex systems and process with the appropriatelevel of abstraction and/or detail, as the situation/audience requires
  • Experience implementing/leading transition to an Agile/DevOps delivery framework--especially for an organization not focused on software development
  • Working with and integrationof commercial-off-the-shelf (COTS) or Open Source products in the community environment
  • Planning, developing, and executing delivery springs to align framework approach to Customer's Information Technology (IT) lifecycle, control gates, and security processes
  • Coordinating and leading projects through the software development lifecycle, starting in a prototyping environment to refine requirements and move to a production system in DevOps approach
  • Facilitating the transformation of business and technical requirements into meaningful user stories that focus on describing role, desire, impact (i.e., "as a ..., I want ..., so that ...") to meet mission demands and ensuring mission impact
  • Maintaining project sprint calendar, conducting pre-spring planning, post-spring retrospectives
  • Using Agile delivery framework (e.g., Scrum, Kanban, Scaled Agile Framework [SAFe]) in IT delivery project lasting more than one year
  • Communicating with senior audiencesand facilitating coordination between programs, projects, organizations, mission partners, etc.
  • Microsoft Office tool suite expertise--including Visio and Microsoft Project
  • Expertise with Agile management systems/tools--e.g., Trello, Mural, Confluence, Jira, ServiceNow, etc.
  • Agile Certification(s)--e.g., Scrum, SAFe, PMI-ACP, etc.
  • Three (3) or more years of Agile Coaching experience
  • Seven (7) or more years of demonstrated experience in Agile delivery
  • Requires 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 7 to 9 years with Ph.D.

Desired Skills/Experience

  • Demonstrated experience planning and implementing IT standards, guidelines and governance
  • Demonstrated experience with Customer's network architecture
  • Demonstrated consulting and advisory services for senior IT stakeholders
  • Demonstrated experience using project planning and workflow tools (e.g., Microsoft Project, Visio, etc.)
