Responsibilities

General Description: Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.

Program Description: This program provides SETA (Systems Engineering Technical Advisor) & SE&I (Systems Engineering & Integration) services to an IC customer with a focus on assured space communications and acquisition, maintenance and upgrading of the supporting IT infrastructure. The contract support is part of the customer core team focused on all aspects of the systems developmen life cycle including conops development, capturing requirements, working with developers to deliver capability, testing to ensure capabilities meet requirements, transition to operations and operations support. The program also supports customer front office functions including administrative, finance, contracts, acquisition strategy and information assurance support.

Specific Job Description: This is a SETA team leadership position on the contract, leading a team of SETA working a specific program within the customer's portfolio. The team lead is the primary customer interface, providing typical leadership functions such as task managment, project management and being the primary team representative and interface with internal and external groups supporting other parts of the system. The team lead is expected to be the technical expert on the program and train new SETA as well as new government personnel. The work will also involve outreach to users of the system and facilitation of monthly working groups to discuss new requirements and upcoming activities. The position may require occasional OCONUS travel to test site locations and may involve hands on work with test equipment.

This position is located in Chantilly, VA.


Qualifications

Required:

  • Requires 12 to 15 years with BS or 10 to 13 years with MS or 7 to 9 years with Ph.D.
  • Degree must be in Engineering, Computer Science or related field.
  • Clearance required: TS/SCI with Poly
  • Fouradditionalyears of relevant experience in space communications systems development/acquisition program can be substituted for BS).
  • Key Requirement: Minimum of 5 years experience leading or supporting a government acquisition of satellite ground segment softward/hardware.
  • Key Requirement: Experience leading or supporting a government development and sustainment of digital signal processing solutions.
  • Key Requirement: Experience calculating RF link budgets to help ensure successful RF space communications.
  • Key Requirement: Experience or familiarity with Intelligence Community Directive 503 (ICD-503) and experience with the accredidation of IT systems.
  • Key Requriement: Experience in coordinating across multiple agencies in the development of requirements, conops, user forums, etc.)
  • Demostrated leadership the ability to lead a team of engineers.
  • Demonstrated success in working with government customers.

Desired:

  • BS in Electricial Engineering (preferred), Systems Engineering, Aerospace Engineering or Computer Science.
  • Prior experience as a SETA with NUO IC customer (Office or Directorate) work with requirements and other related readiness processes.
