  • Performs a wide range of complex analytical tasks for trans-regional MISO programs including but not limited to the identification of target audience trends, analyzing target audience(s), developing measures of performance, measures of effectiveness and evidence of effectiveness; analyzing strategies to improve MISO effectiveness
  • Researches and ensures synchronization of evolving tactical, operational and strategic MISO requirements and objectives with overarching global MISO planning documents
  • Analyzes and evaluates capabilities, force sufficiency and proficiency requirements, changes to policy, concepts, strategy, policy, and doctrine
  • Plans and integrates program-level IRC into cyberspace operations in coordination with the Office of the Secretary of Defense (OSD), the Joint Staff, the Services, CCMDs, and capability program management offices
  • Coordinates, deconflicts, and facilitates communications with all applicable staff elements, components, CCMDs, and agencies with cyberspace- and MISO-related missions
  • Reviews and evaluates cyberspace operations policies and directives, issue papers, and operations and provides MISO- and IO-informed recommendations
  • Leads and directs military decision making processes as designated or when necessary (i.e., JOPP, MDMP)
  • Requires thorough understanding of cyberspace operations
  • Initiates action for providing expert support, analysis, and research into exceptionally complex problems and processes relating to the subject matter
  • Applies advanced technical principles, theories, and concepts on unusually complex technical problems and provides innovative and ingenious solutions
  • Works under consultative direction toward predetermined long-range goals and objectives; assignments are often self-initiated
  • Initiates action, determines and pursues COAs necessary to obtain desired results
  • Contributes to the development of new principles and concepts
  • Develops advanced technological ideas and guides their development into a final product
  • Works primarily at Fort Meade, MD, with the ability to travel


  • Minimum 15 years of experience in MISO, PSYOPS, and cyberspace operations planning to include:
    • Minimum 10 years MISO or PSYOPS experience
    • Minimum 7 years combined MISO or PSYOPS and military planning experience at USSOCOM or USCYBERCOM, geographic CCMD headquarters, CCMD service component command, or federal government equivalent
    • Minimum 5 years of experience liaising and interfacing with elements across DoD and interagency
  • Minimum of bachelors degree in a technical or business discipline in the area of expertise from an accredited college or university
  • Preferred graduate of the Joint IO Planners Course, Joint MILDEC Training Course, or equivalent
  • Preferred JPME I graduate
  • Strong attention to detail and organizational skills
  • Excellent communications skills
  • Strong analytical and problem solving skills
  • TS/SCI w/Polygraph
