Job Description

Serves as Global Force Management (GFM) SME, possessing in-depth knowledge on subjects relating to the conduct, activities, governance, business practices, or operation of USCYBERCOM governing the assignment, allocation, apportionment, and command and control of cyberspace operations forces (COF). Provides extensive technical knowledge and analysis of exceptionally complex problems that need extensive knowledge of GFM for effective development and implementation of solutions. Works independently without supervision and provides technical solutions to a wide range of complex problems. Possesses understanding and has wide experience in the application of GFM principles, theories, and concepts and has full knowledge of other related force management and cyberspace operations disciplines. Provides technical expertise in USCYBERCOM GFM.


  • Guides the development of responses to Joint Staff Joint Operations Division GFM requirements guiding or implementing SECDEF-directed assignment, allocation or apportionment of COF
  • With no direction, provides expert support, analysis, and research into GFM polices and processes including Dynamic Force Employment (DFE), Global Force Management Implementation Guidance (GFMIG), Forces For Combatant Commands Memorandum assignment tables, Global Force Management Allocation Plan (GFMAP) order and associated annexes, Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3130.06 Global Force Management Allocation Policies and Procedures, Joint Capabilities Requirements Manager (JCRM) application, and directed readiness tables.
  • Serves as a technical expert on executive-level project teams providing technical direction, interpretation, and alternatives regarding the assignment, allocation or apportionment of cyberspace operations forces
  • Thinks independently and demonstrates exceptional written and oral communication skills
  • Exercises considerable latitude in determining technical objectives of assignment
  • Independently develops technical solutions to complex problems that require the regular use of ingenuity and creativity
  • Guides the successful completion of major programs and may function in a project leadership role


Labor Category Qualifications (REQUIRED):

  • Minimum 15 years of experience in force management or GFM
  • Minimum of bachelors degree in a technical or business discipline in the area of expertise from an accredited college or university
  • Strong attention to detail and organizational skills
  • Excellent communications skills
  • Strong analytical and problem-solving skills

Additional Capabilities Desired:

  • JCRM graduate
  • Cyberspace operations or Cyber Mission Force experience
  • Joint and service policy and doctrine knowledge and development experience (general and cyberspace operations specific)
  • Ability to think independently, analytically, and critically to conduct risk analysis and propose innovative and achievable solutions
