Business Development & Sales

The business development and sales team is responsible for implementing Perspecta's growth strategy to include development of a robust pipeline, price-to-win, competitive market research, proposal operations, and ID/IQ program management. These functions are critical to identifying new markets, sustaining the existing customer base, guiding the pursuit of strategic capture opportunities and proposal development.


Seeking a CI/PTW Lead for the Competitive Intelligence & Price To Win (CI/PTW) Organization within Perspectas Corporate Business Development Organization. This role will support the firm with actionable intelligence to inform corporate strategy and account planning, BD, Capture and PTW.

Responsibilities include:

  • Utilizing Primary and Secondary sources to develop deliver market and competitive analysis in support of strategy and deal support
  • Collecting, synthesizing and analyzing market and competitive information in order to develop actionable insights to drive growth
  • Developing and Leading Black Hats and Competitive Assessments to inform Capture and PTW
  • Researching and analyzing expiring contracts and task orders as well as new opportunities as a feed into pipeline development and qualification
  • Analyzing federal budget exhibits to inform strategy formulation and deal-specific strategy
  • Developing Addressable market spending analysis across customer and capability segments
  • Developing perspectives on competitors to inform Perspecta go-to-market strategy
  • Producing actionable intelligence and compelling analysis to be briefed to executive leadership

Position is located in Chantilly, VA


  • Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD.
  • Strong understanding of market and competitive dynamics within the Civilian markets
  • Deep understanding of customer award behaviors / competitor bidding behaviors within the Federal Civilian market
  • Strong understanding of the federal acquisition process
  • Strong grasp of the PTW and an understanding of the market / competitive intelligence that feeds into the process
  • Strong analytical / problem solving skills
  • Ability to connect internal and external data points in order to develop actionable intelligence
  • Highly collaborative with a problem-solving mindset
  • Excellent interpersonal skills and an ability to interact with a distributed and diverse workforce
  • Excellent interpersonal, oral and written communication skills
  • Strong proficiency using Microsoft Office
  • US Citizenship required
