Responsibilities

Information on the Program Supporting: Candidate will support of Project Manager, Sensors Aerial Intelligence (PM SAI) and the Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S). PEO IEW&S provides tactically relevant manned Aerial Intelligence, Surveillance and Reconnaissance (AISR) to the United States Army, U.S. Army Reserves, U.S. Army National Guard and Department of Defense (DoD) Aerial Exploitation Battalions (AEBs), Combatant Commanders (COCOMs) and Task Forces (TFs) in support of both persistent missions and current, and emerging, Overseas Contingency Operations (OCO).

Candidate will serve as a lead action officer in an Army Acquisition program management office to define, develop, and implement program strategies to execute a wide array of program management and contract management activities for the acquisition of airborne intelligence, surveillance and reconnaissance systems in compliance with applicable laws, government regulations, organizational rules, and best practices.

Specific duties include:

- Develop, implement, and manage Army acquisition process strategies to include reviewing policies, guidance, and directives as needed and providing advisory services to program teams; author program documentation (e.g. Acquisition Strategies, Acquisition Management Plans, Program Initiation and Milestone Review Documentation, Systems Engineering Plans, Risk Management Plans, etc.); clearly outline all statutory/regulatory requirements along with options to overcome internal and external challenges; and plan for achieving milestones within performance requirement, cost and schedule constraints

- Lead and strategize multiple Request for Proposal (RFP) development efforts, contract proposal reviews, and support contract awards to include the authoring of Requests for Information (RFIs); Sources Sought (SS); Acquisition Plans; Justification and Approvals (J&As); Performance Work Statements (PWSs); Statements of Work (SOWs); Statement of Objectives (SOOs); Performance Work Specifications (PWSs); Independent Government Cost Estimates (IGCEs); Incentive Plans; Source Selection Plans (SSPs); Evaluation Factors; Quality Assurance Surveillance Plans (QASPs); Contract Line Item Number (CLIN) Structures; Determination and Findings (D&Fs); Contract Data Requirements Lists (CDRLs); DD Form 254s; Technical Evaluations; and other required documentation

- Serve as a non-government advisor and source selection administrator on competitive source selections to include organizing source selection teams, venues, and materials; ensuring the safe-keeping and security of proposals and selection documentation; prep and training government evaluators/advisors on source selection procedures/techniques; facilitating and guiding the review of proposals in alignment with RFP sections L and M; and creating Selection Recommendation Documents, Cost Realisms Reports, and Source Selection Decision Documents based upon government evaluator ratings/findings

- Support post-award contract execution to include contract compliance and monitoring of all requirement decomposition, development, design execution/assessment, sell-off, and testing activities

- Manage, monitor, and assess program execution through Integrated Baseline Review and Earned Value management techniques, design reviews, and program entrance/exit criteria

- Manage, track, and report on program execution cost, schedule and performance

- Other duties as assigned

Qualifications

Education, Experience & Other Training

Level and type of education required and/or preferred.

- Bachelors degree or equivalent in Business Management or related field preferred

Level of experience required and/or preferred to perform the job. Include years and nature/type (i.e., industry-specific experience)

- Minimum 10 years experience with DoD contracting and acquisition programs and policies

- Experience with ACAT I, II or III programs in multiple phases of the acquisition lifecycle

- Experience developing a variety of acquisition and contracting documents and executing acquisition and contracting activities in a Program Management Office, including both pre-award and post-award contract management experience

- Experience with C5ISR programs or systems preferred

- Ability to self-start, multi-task in a fast-paced environment, and prioritize multiple tasks with minimal supervision

- Possession of excellent team-oriented and team-building skills

- Possession of excellent oral and written communication skills

Other requirements/abilities.

- Secret clearance required, TS/SCI clearance preferred
