OptumLabs seeks a Senior Product Owner / Technical Product Owner (TPO) to be responsible for the strategic and tactical planning of development necessary to meet the business needs within the Cancer Guidance Program and associated prior authorization products, which aim to provide data and insights that improve the efficiency, cost and outcomes from providing efficient utilization management and oversight. The result will improve the experience of UnitedHealthcares internal research users, and ultimately our partnering providers and our members. As the key liaison between the business and technical teams, your analysis, documentation, and organizational and communication skills are critical to exceeding your customer expectations and driving the implementation of the product road map.

In this role you will be the hands-on leader of the Agile scrum team and will continuously review business needs and product roadmaps, refine priorities, outline milestones and deliverables, clarify and expand requirements and identify opportunities and risks around product delivery. You will establish collaborative relationships with stakeholders, understand requirements, turn product requirements into technical specifications and acceptance criteria and will work with developers to get projects developed and implemented. You will have accountability for the efficient and timely delivery and evolution of data products and engineering enhancements, and for driving improvements through processes, tools and automation. Note that the products in-scope for this role are data extracts and internal tools to support QA and delivery of data products, so prior experience owning data products and working within the healthcare domain are critical for success.

    • Participates in product backlog grooming sessions, retrospectives, defect management, and project teams release planning sessions

    • Develops, refines and drives estimation of user stories and acceptance criteria

    • Create/manage/prioritize and be accountable for the Capability/Feature backlog, also including defects, tasks and dependencies

  • Act as a recognized voice of the customer to the engineering team, on behalf of the business ""

    • Assess and interpret customer needs and requirements and provide explanations and information to others, including understanding and communicating difficult issues

  • Partner with the Director, Data Strategy and our engineering and delivery leaders to understand existing the product roadmap, product requirements and deliverables, and associated timelines. Then work with the engineering teams to ensure timely, complete, high-quality delivery of those items

Required Qualifications:

  • Bachelors degree
  • ""
  • 5+ years experience acting as technical product owner focused on data assets or data/analytic products with client delivery accountability
  • ""
  • 3+ years deep healthcare data knowledge and understanding with experience across multiple assets (e.g. administrative claims, hospital billing/discharge, EMR, inventory/supplies for healthcare, etc.)
  • ""
  • 2+ years expertise with Agile software development processes & methodologies. Formal experience with one or more recognized Agile methodologies (Scrum, PMC, etc.) or toolsets (Rally, Jira, etc.)
  • ""
  • 1+ years experience working in highly matrixed organizations, with cross-functional teams and/or in a consultative/advisory role; natural collaborator
  • ""
  • Prior experience as a liaison between business and technical team, responsible for gathering, documenting, and prioritizing business requirements in support of critical needs
  • ""
  • Experience creating order thru implementing the defined roadmaps and creating a path forward despite ambiguity and complexities
  • ""
  • Experience driving and influencing decision-making with teams, management and business stakeholders
