The Operations and Product Support Services (OPS2) is a staff augmentation and studies analysis contract providing Systems Engineering Technical Assistance to Air Force Space Command's Space and Missile Systems Center (SMC). The team, comprised of both AT&T and subcontractor personnel, delivers expert advice and analysis to the SMC Directorate of Special Programs' family of systems. This cadre provides support functions in acquisitions program management, systems engineering, cybersecurity, sustainment engineering and logistics.

AT&T has an opening for a Senior Specialist Project Manager to support the Space and Missile Systems Center, Los Angeles Air Force Base, CA, in providing sustainment, engineering and lifecycle program support.

Job Duties/Responsibilities:

+ Acquisition Logistics and Project Manager supporting space acquisition programs and/or industry experience

+ Experience in Space Control, SDA, or Space C2 desired as a space systems acquisition logistics experience preferred; prior work as Air Force Operator or Maintainer is desirable

+ Familiar with a variety of acquisition concepts, phases, and procedures; participate in technical studies, and performance reviews; ability to function in a multi-contractor/customer environment, performs a variety of complicated tasks, a wide degree of creativity and latitude is expected; demonstrated leadership and interpersonal skills; and effective written and oral communication skills required..

+ Extensive experience in: Acquisition, development of requirements, specifications and proposals; familiar with a variety of acquisition concepts, phases, and procedures,

+ Assist in the execution of acquisition strategies, including drafting Statement of Work, Statement of Objectives, Request for Proposal preparations, monitoring deliverables, and attending acquisition related meetings.

+ Project Management experience to include planning, estimating, scheduling, reporting and identifying risks and opportunities.

+ People management experience of small to medium sized engineering teams (i.e. day-to-day direction, performance evaluations, skills/gap assessments, salary planning, etc.) is desired.

+ Experienced in design process with an outstanding track record of quality products release (i.e. documents, drawing, models, etc.)

+ Familiarly with ASME and MIL standards

+ Leadership Proven success in leading high performance teams in an integrated product development team environment, achieving results through others, and being a strong team player.

+ Objectivity Must maintain objectivity to determine proper standards, processes, and procedures that benefits the entire Combat Vehicle organization.

+ Creativity Develop innovative solutions to modernize and improve Combat Vehicle Engineering proficiencies (i.e. processes, procedures, techniques, tools, etc.)

+ Flexibility Receptive to change/new information and rapidly adapts to new technology, information, changing conditions, or unexpected obstacles.

+ Analytical Thinking - Exceptional ability to analyze data and utilize it to make sound business decisions.

+ Customer service Superior customer service skills to both internal and external customers

+ Ability to support the Program Manager in the day-to-day leadership of the 30 + FTE OPS2 Program supporting SMC/SYL.

+ Expert writing skills in preparing CDRL Deliverables to the SMC Contract Officer Representative (COR). Specific examples include the monthly CDRL Deliveries (MSR, CFSR, Study Reports)

+ Lead and run a weekly site leadership meeting between the OPS2 Team at Los Angeles, Colorado Springs, and Vandenberg AFB CA.

+ Mentor the OPS2 team in providing exceptional support to our Government Customer.

+ Review provide input to customer design documentation (TRDs, Specifications, interface control documents, drawings), requirements documents (ICDs, CDDs, CPDs), ECPs, PWSs

+ Support the development of Training System Requirements Analysis, Logistics Planning Documents, and Life Cycle Sustainment Plans

+ Review and provide input to enabling concepts, concept of operations, and ensuring supportability requirements are addressed and part of upfront planning for systems

+ Developing strategies, plans and packages for classified and unclassified Depot Source of Repair

+ Successful candidate may be tasked by Air Force to lead one or more acquisition logistics programs with responsibility for budget and schedule development and execution

+ Coordinate and lead Integrated product teams (IPT)

+ Provide a wide variety of acquisition/sustainment technical analyses, and program management support to a government PM

+ Provides analysis of proposed costs, contractor Statements of Work, and technical content

+ Ensures adherence to Government acquisition policies, master plans and schedules, and develops solutions to program problems

+ Have a working knowledge of system acquisitions, specifically in Air Force and DoD environments, covering the DoD 5000 series

+ Assist in the execution of acquisition strategies, including drafting Statement of Work, Statement of Objectives, Request for Proposal preparations, monitoring deliverables, and attending acquisition related meetings.

Active TS/SCI (#topsecret)
