Business Development & Sales

The business development and sales team is responsible for implementing Perspecta's growth strategy to include development of a robust pipeline, price-to-win, competitive market research, proposal operations, and ID/IQ program management. These functions are critical to identifying new markets, sustaining the existing customer base, guiding the pursuit of strategic capture opportunities and proposal development.


Responsibilities

The Senior Proposal Writer is a thought leader and mentor that provides expert guidance and direction to fellow proposal writers, solution writers and account team writers as they work on pursuits. The Senior Proposal Writer provides counsel, coaching, insight and direction, helping all section writers to clearly articulate Perspectas strengths, differentiators, features and the customer benefits. The Senior Proposal Writer works with the Proposal Writing team to continually assess and improve processes, techniques and skills for developing and maintaining material to achieve compliant, compelling and evidence-based proposals. The Senior Proposal Writer engages with the broader Capture and Proposal Team to collaboratively visualize, develop, and articulate win strategies, proposal strengths, solution elements, and communication techniques used in response to U.S. Government and State & Local solicitations.

  • Engages with Capture Manager, Proposal Manager, solution team and other proposal team members to facilitate articulation of win strategies, key strengths and content planning
  • Works with the Capture Manager and Proposal Manager, participating in Win Strategy and Value Proposition sessions that generate clear and effective win themes and strength statements
  • Provides counsel/direction/coaching to the Proposal Writing team (as well as other pursuit team members assigned writing responsibilities) on evidence-based, compelling content that clearly positions Perspectas strengths, discriminators and customer benefits to align with evaluation criteria in order to achieve higher evaluations from the client
  • Coaches/counsels pursuit writers to think outside the box putting themselves in the clients shoes regarding how our response reads; or how it addresses their specific needs to solve their problems
  • Guides the team by demonstrating how to infuse the win strategy, key strengths and customer mission into common frameworks for management, transition, and other repeatable content
  • Participates in a culture of thought leadership, innovative thinking and accountability across the proposal writing team
  • Serves as a subject matter expert on content development and effective communication practices
  • Provides end-to-end writing support for proposals to ensure delivery of a well-written, compelling, and compliant response
  • Substantively edits others narrative to streamline prose, improve focus, sharpen structure, and reduce word count (one-voice or technical edit)
  • Develops a solid understanding of Perspecta business, solutions, and technology vision and clearly conveys our position to other stakeholders.
  • Brings energy to the team, pushing to continually improve our processes, skills and craft and to embrace new styles of writing

Qualifications

  • Requires 8 to 10 years with BS/BA or 6 to 8 years with MS/MA or 3 to 5 years with PhD.
  • Exhibits excellent communication skills (both oral and written)
  • Demonstrates a proven ability to work with/interview Subject Matter Experts to understand and write about complex technical and management approaches
  • Exhibits excellent people skills - able to work with teams of varying sizes, technical abilities, and levels of authority with both internal corporate staff and teammates
  • Requires strong planning, organization and communication skills.
  • Due to the fast-paced work environment, the selected individual must be a team player, self-starter, and able to work with minimal direction to meet deadlines. Must be able to handle multiple projects simultaneously. Must be available for overtime, weekend work, and travel when necessary to support proposal, review, and delivery timelines.
  • Candidate must be capable of holding a security clearance
  • Must have a strong working knowledge of the current Federal Acquisition Regulation (FAR), Defense FAR (DFAR), and similar regulations, and have the ability to read and interpret Government Requests for Proposals (RFPs), Requests for Information (RFIs), Requests for Quotes (RFQs) and Solicitations
