Responsibilities

The Testing Strategy Manager (TSM) is responsible for establishing, implementing and managing the testing strategy for the Perspecta CMS FFS accounts with a focus on agile testing methodologies and test automation. The TSM works closely with the account leadership to develop automation testing practices that align to the software development strategies, roadmaps, and transformation plans. The TSM is responsible for oversight and guidance to team members responsible for creating, maintaining and executing test plans and test cases against our hardware and software platforms, estimating test efforts, analyzing and communicating test results, defect tracking and participating in day to day testing activities. Should be able to work in a distributed team environment. Ensures adequate product testing prior to implementation. Administers problem management process including monitoring and reporting on problem resolution. Makes recommendations to Leadership regarding the acquisition and/or implementation of software to increase testing efficiency. Manage and assigns work to a team of 10-15 technical and business analyst resources, monitors team member performance, and conducts performance appraisals.

Responsibilities:

Develop comprehensive testing strategies focused on Agile/DevOps methodologies and a high degree of testing automation for all required phases and types of testing.
o Provide Technical leadership and mentor testing Engineers.
o Develop strategy and promote testing automation.
o Create, maintain and manage comprehensive test execution plans for all phases and types of testing required that engage the right resources as required.
o Primary source in the identification, communication and understanding of business implications of risks related to test strategies and plans.
o Mitigate impacts by effectively managing and communicating.
o Develop and design test data automation approach for all test phases and types of testing required.
o Provide requirements for test environments and cycles to Data Center/Infrastructure support team.
o Understand the complexities of all applications and help manage integration activity both within and across teams
o Participate in review of draft/final requirements/user stories and design walk-through for understanding and testability.
o Support Quality Reviews and Assessments of project and application deliveries for continuous improvement including; design walk-through,
Development walk-through, post release reviews
o Analyze defects with view to drive triage, resolution and determine impacts and risks.
o Communicate risks and business implications of defects and work with appropriate resources to resolve.
o Provide input to the Release PMs and Leads for planning of production checkout, highlighting high risk areas and assists in problem resolution activities during implementation as needed.
o Assist Quality Assurance Manager in developing and refining Quality Assurance policies, goals, objectives
Processes and procedures that ensure increased efficiencies, productivity and reduced redundancy.
o Promote and implement these processes and procedures
o Assist Quality Manager and Project Quality Engineers in developing common metrics to measure the successful deployment of processes and tools

Qualifications

Requires BA/BS with 12-15 years of experience with at least 4 years of management level responsibility. Incumbent has specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas.

Typically 10+ years of combined software testing, automation, technical and business analysis experience
5+ years experience providing direct management of staff of 10+
Strong oral and written communications/presentation skills
Prior CMS contract experience a plus

Knowledge and Skills:

Experience creating use cases, process flows and other related artifacts.
Experience with automated testing integration and best practices
Experience creating and maintaining relationships with QA, business and technology contacts.
Excellent interpersonal and relationship building skills.
Excellent problem diagnosis and analytical skills.
Excellent organizational skills and ability to balance multiple concurrent efforts.
Knowledge of testing within mainframe, mid-tier and cloud environments desired
Knowledge and experience providing testing automation within an Agile/DevOps environment
Ability to conceptualize and think creatively, to be persuasive, to effectively translate between business and technical language and to work both independently and as part of a team.
Ability to work in a fast paced, demanding, and rapidly changing environment.
Effectively collaborates, builds relationships and influences team members to work toward common objectives across organization.
Routinely exercises independent judgment in developing methods, techniques and criteria for achieving objectives
Demonstrates strong, consistent business acumen and general management leadership abilities
