Qualifications
BS degree in a technical discipline with 7+ years of experience as a Program Manager leading successful efforts for large, complex programs in a high-tech development environment with multi-function teams
MA or MS, 10+ years and PMP preferred
Minimum of 5+ years of experience as a Program Manager successfully managing and implementing software programs using Agile methodologies. PMI-ACP, CSM, Lean Six Sigma or equivalent preferred
Experience overseeing multi-functional teams with at least 5-9 team members each
Experience leading projects utilizing Agile/DevSecOps methods and tools; software development with continuous integration/continuous delivery and automated test frameworks
Responsibilities
The Program Manager (PM) is responsible for all aspects of a key SW development program at USSTRATCOM. The PM is the primary interface with the customer and lead COR. The PM manages senior staff and coordinates with subcontractors. The PM creates and executes long term strategies.
Primary duties:
- Planning, leading, organizing, and motivating agile teams to achieve a high level of performance and quality
- Manage several concurrent high visibility actions using agile methods in a fast-paced environment
- Establish, maintain, and expand strong customer relationships viaopen communication
- Collaborate with product owners to segment desired outcomes into the appropriate story and release stages
- Support the Product Owner in managing customer expectations for program deliverables
- Manage stakeholder communications and implement an effective system of program governance
- Lead PMRs and senior leader engagements
- Assists in proposal process and new business development
Secondary duties:
- Organize and lead status/working meetings
- Manage risks, opportunities, issues, cost, performance, and schedule
- Create metrics, evaluate/manage risk, and develop corrective action plans
