Business Development & Sales

The business development and sales team is responsible for implementing Perspecta's growth strategy to include development of a robust pipeline, price-to-win, competitive market research, proposal operations, and ID/IQ program management. These functions are critical to identifying new markets, sustaining the existing customer base, guiding the pursuit of strategic capture opportunities and proposal development.


Responsibilities

The PTW Analyst creates and maintains the competitive environment perspective throughout the proposal process. This individual leads development of the Price to Win (PTW) target in support of RFP responses. Responsibilities include collection and analysis of data related to customer buying behaviors, competitor bidding tendencies, budget analyses, market pressures, internal win/loss data, forecasted competitor strategies, contract risk and RFP evaluation criteria. The PTW Analyst is generally assigned to large, complex pursuits with total contract value (TCV), often well in excess of $100M. The ideal candidate will have strong knowledge of the capture and BD processes, experience in competitive analysis and a deep understanding of the federal acquisition environment. The individual will also have strong qualifications and experience with sources and methods required to collect and analyze market and competitive intelligence and should be well versed in developing detailed, bottom-up cost/price models for complex solution bids. The PTW Analyst may provide support in all, or some combination, of the following:

  • Lead and deliver PTW research and analysis for large, complex opportunities across Civilian, Defense, Health and Intelligence customer spaces
  • Lead PTW efforts for opportunities that span IT and Mission Services areas that may include, but are not limited to: Cloud and Infrastructure, Cybersecurity, Data Analytics, Systems Engineering and Integration, End User Services, Intelligence Analysis, etc.
  • Provide recommendations on solution strategy, costing, and pricing strategy to correctly reflect the RFP requirements and objectives
  • Collaborate with the Competitive Intelligence Team to collect and analyze competitive intelligence data in areas such as competitor capabilities, past performance, recent wins / losses, and bidding behaviors
  • Work with Competitive Intelligence Team to incorporate deep understanding of customer buying behaviors developed through the assessment of win / loss data and other publicly available data.
  • Participate in Black Hats reviews and incorporate findings in PTW deliverables
  • Support Capture Team with pursuit decisions and participate in Gate Review process to inform and influence solution recommendations
  • Develop detailed PTW models that include both top-down and bottoms-up methodologies

This is an onsite position with remote flexibility based on work load.

Qualifications

  • Requires 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 7 to 9 years with Ph.D.
  • All experience levels are encouraged to apply.
  • A U.S. Government-issued Secret or Top Secret clearance is desired but not required.
