As a Senior Capability Manager with the ECT division, this individual will lead a mature and strong Agile scrum team consisting of Engineers and Data Analysts dedicated to acquiring, integrating and distributing Clinical (EMR, Labs immunization etc.) and other Healthcare Clinical data for quality programs like HEDIS and CMS Interoperability.

This individual could be involved across many aspects of design, build, engineering and implementation of technical solutions and capabilities providing technical leadership. They are responsible for communicating overall infrastructure and technology vision, technical strategies, and trade-offs across various levels in the organization to gain buy-in. This role will provide recommendations and technical guidance to improve performance, reliability, and reusability within the constraints of budget, resource and business dependencies.

Primary Responsibilities:

• Collaborate with business and technology departments to define deliverables
""
• Lead a team of developers and analysts to manage Data Acquisition Enrichment and Distribution and distribution that may include collecting, analyzing, trending and presenting data and recommendations to management
""
• Perform Agile product owner responsibilities in helping defining/crystallizing and prioritizing requirements for the scrum team
""
• Create status reports, work plans, and presentations to client leadership
""
• Create written and oral communication artifacts that effectively summarize findings, support fact-based recommendations and provides appropriate detail to substantiate conclusions
""
• Define, develop and document business requirements to ensure clients' needs are captured and delivered
""
• Drive quality assurance and user acceptance testing by leading teams responsible for writing test scripts, executing test cases and documenting defects
""
• Participate in and coordinate Agile ceremonies as required (daily standup, sprint planning, retrospective)
""
• Work closely with Developers, Quality Assurance Analysts, Architects, Business Partners and other Technology teams to ensure requirements and design are completely understood
""
• Act as the liaison between Business and Systems Analysts, Developers and project management groups

Required Qualifications:

• 10+ years of experience in any of the following areas: Business Analysis, Systems Analysis, Project Management, Business Process Improvement and /or IT Development
""
• 5+ years of building/creating project deliverables with the ability to manage complex work-streams and product management
""
• 8+ years of experience with MS Word, Excel, Visio, PowerPoint
""
• 8+ years of experience in all phases of Software Development Life Cycle (SDLC) /System Development Life Cycle
""
• 3+ years of Resource Management experience
""
• 3+ years coordinating across multiple cross functional and business teams
""
• 3+ years of Healthcare background
""
• Java and Big data exposure
