AT&T has an opening for a key personnel QA/QC/Safety Lead to support a government contract to perform the Information Technology (IT) Fit-Out of a new Consolidated Intelligence Center (CIC) at a U.S. Army base in Germany for a period of 13 months on-site.

Allowances: Paid housing and rental car; Cost of Living Allowance: Family of two ~$500 month; other expat services such as personal property insurance, tax consultation and international health insurance.


Job Duties/Responsibilities:
  • The IT Fit-Out is already underway and requires a quality assurance/quality control/safety officer lead on-site in Germany for the next 13 months.
  • The Quality Assurance Quality Control (QAQC)/Safety Officer is the on-site individual responsible for daily safety and the overall Quality Assurance Surveillance Plan (QASP). The QAQC is detail oriented and methodical with documentation and drawings. The QAQC inspects, monitors and controls the quality of workmanship during the IT Fit-Out installation, as well as testing and delivery of documentation required to close the project out.
  • QAQC is responsible to ensure that all Red-Lined drawings are updated daily by the installation team and are ready for customer review when requested. The QAQC is also responsible for review and approval of final As-Built drawing packages prior to submittal to the customer.
  • QAQC develops and maintains the QA/QC and Safety program for the project, establishes and tracks key quality metrics and reports those metrics to the Project Manager, Technical Lead and subcontractor installation teams.
  • QAQC also conducts random audits of project areas to gather information for quality reporting and escalates to Project and Program Management if quality metrics are not meeting contract requirements. The QAQC will conduct preliminary System Acceptance Testing (SAT) and accompany the government during discipline SATs.
  • The QAQC/Safety Officer will provide quality control/quality assurance for all areas of the IT Fit-Out. These areas include: Passive Infrastructure (PI), Active Infrastructure (AI), Electronic Security Systems (ESS), Power Distribution, Data Center Infrastructure Management (DCIM) Systems, Telephony, and Automated Information Systems (AIS). Passive Infrastructure is the complete installation of intra-building structured network cabling and IT equipment within the telecommunication rooms (TRs), data center (DC), and end-user distribution. Active Infrastructure includes installation of government specified spine and leaf network architectures over multi-Gigabit Ethernet switching, ESS encompasses the Intrusion Detection Systems (IDS) and Access Control Systems (ACS) for physical building security. Also included is the installation of the building-wide Audio-Visual (AV) and Video Tele-Conferencing (VTC) systems, electronic signage, and desktop integration to include VoIP telephones.
The QAQC/Safety Officer will accomplish this by:
  • Following the Quality Assurance Surveillance Plan (QASP) to meet performance standards/quality levels identified in the Performance Work Statement
  • Working with the government on-site QAQC inspector to identify issues, resolve problems and document the actual build-out
  • Completing a Corrective Actions Report (CAR) when required and follow up until actions are closed.
  • Tracking and reporting the Customer Complaint Record QASP Attachment 4
  • Inspecting and completing the Quality Assurance Monitoring Form Attachment 2 of the QASP monthly, quarterly and as needed.
  • Utilizing simplified surveillance methods to evaluate installation and testing performance when appropriate. The primary methods of surveillance are: Random Monitoring; 100% Inspection - each month the QA/Safety Office, shall review the generated documentation and enter summary results into the Surveillance Activity Checklist; and Monthly Inspection - QA/Safety Officer will perform the inspection on a monthly basis.
  • Ensuring that all installation activities are being done in accordance with best business practices, government directed specifications and that any and all discrepancies are documented in a daily log activities list.
  • Safety: Ensuring that daily safety briefings are conducted, participation is documented, and any violations are reported.


Required Clearance:

Candidate must be a US Citizen and possess an Active Top Secret clearance with SCI Eligibility (#topsecret)


Required Qualifications:
  • A Bachelors degree, or equivalent minimum ten (10) years experience managing IT fit-out projects of similar scope and complexity which may be inclusive of five (5) years experience on DoD networks
  • Technical and program management experience.
  • Experience in IT Physical Space Planning, Power Systems Design (DC/AC), and cybersecurity technologies.
  • Must have proven track record of very strong leadership and organizational skills.
Desired Qualifications:
  • Experience in construction of an ICD-705-accredited SCIF and compliance with all required handling requirements - specifying power systems, rack population assignments, intrusion protection, implementation, testing, and certification.
  • Working knowledge and design/implementation of Intrusion Detection System (IDS) perimeter physical protection security and Access Control System (ACS) badge reader systems, such as Lenel OnGuard.
  • Prior military background and professional certifications such as CISSP and/or RCDD.
