Responsibilities

The Quality Manager shall identify and implement quality assurance methodologies and procedures ensuring all deliverables meet customer requirements for a large information technology (IT) program supporting an intelligence community client. The Quality Manager will develop and be responsible for implementation of the quality management plan on behalf of the program manager. The successful candidate will possess expertise in managing software development, operations, help desk, and maintenance programs, quality assurance teams, and process improvement initiatives. The candidate must be able to implement and maintain ISO 20000, ISO 27000, ISO 9001, CMMI-DEV, CMMI-SVC programs from ground up. Activities will include; implement and maintain a Customer Satisfaction Program; regularly meets with customers and obtains feedback via face-to-face meetings and/or online customer satisfaction surveys. Perform SWOTs as appropriate. The QA Manager will also perform management functions such as planning/scheduling, training and mentorship to personnel, ensuring proper resourcing, and status reporting to senior management for all process improvement, QA, and customer satisfaction activities.

Specific responsibilities include:

- Manages the performance of project evaluations, gap analyses, audits, and action plans.

- Responsible for company process improvement initiatives; back office support (finance, HR, recruiting, etc.), services (ISO, ITIL, CMMI-SVC Level 3), and development projects (CMMI-DEV Level 3).

- Manages the development and/or modification of processes, procedures, templates, and other process artifacts for organizational process improvement efforts.


Qualifications

Required Qualifications:

  1. A minimum of TS security clearance with SCI eligibility.
  2. Bachelor's w/ 10-12 yrs experience, Master's w/ 8-10 yrs. experience
  3. Knowledge and experience with Agile systems implementation methodologies.
  4. At least 4 years in a supervisory capacity

Desired Qualifications:

  1. STEM degree (e.g., computer science, management information systems, systems engineering).
  2. Cloud-based solutions experience
  3. DIA systems experience [e.g., Machine-Assisted Analytic Rapid-Repository System (MARS), Generic Area Limitations Environment (GALE), Functional Intelligence System of Hierarchical Networks (FISHNet), FounDRI, Event Data, Defense Economics Database, Object Based Production (OBP), Activity Based Intelligence (ABI), IC Information Technology Enterprise (ICITE)]
