The primary responsibilities of the contractor are to promote a policy environment that will enable the growth and vitality of Pfizer's business interests; deliver structured government and stakeholder engagement which support both local and global priorities. The contractor acts as a key external support with policymakers for the Kazakhstan business and a key network point into International Public Affairs.

+ Develop Pfizer CauCAR Public Affairs strategy, action plan and positioning ensuring that activity is planned, coordinated and underpins Pfizer's business objectives, so as to increase influence in the policy environment, pharmaceutical industry and healthcare market.

+ Play a strategic counsel role to Pfizer CauCAR management, supporting BD and H&V teams, directing external engagement with policy makers, and advising on the impact of public policy issues, debates and key environmental trends to the Company's businesses.

+ Under the supervision of Country Manager and International Public Affairs, develops and executes public affairs plan for Kazakhstan with government authorities, Trade Associations, Healthcare Advocacy bodies, Community Groups and Internal Marketing/Communications channels. Specifically:

+ Manage a robust government relations strategy through a strong network of political contacts.

+ Champion the Pfizer policy agenda through active participation in industry groups, such as pharma trade associations, business groups, and other policy stakeholders.

+ Drive public affairs programs that enable the performance of Pfizer's Kazakhstan business units and shape the external leadership profile of Pfizer in relevant policy areas.

+ Working with the International Public Affairs lead develop approaches to health and enterprise policy to support and expand Pfizer business in the medium to long term, including the development of effective networks with key stakeholders, e.g. Government bodies influencing healthcare, enterprise and environmental policy; Kazakhstan's representatives to the Eurasian Economic Commission; Members of the Kazakhstan government and industry bodies to identify and support influence on healthcare policy, IP issues, patient safety; NGO's/Think Tanks across the political spectrum etc.

+ Identify opportunities to support access to Innovative medicines, reducing barriers to entry for new products through ensuring greater awareness of specific therapy area issues and product pipeline among policy makers, legislators, and politicians.

+ Provide counsel support to the Country Manager in the management of risk communications programmes that may impact Pfizer reputation with policy stakeholders.

+ Facilitate collaboration and partnership with global policy and public affairs.


+ Minimum 3- 5 years' professional experience in government relations, public affairs and policy with strong knowledge and contacts in the political system, and proven track record of success. The ideal candidate will have had both public and private sector experience and particular expertise in public affairs - lobbying and issues management.

+ Education: Bachelor's degree required. A secondary qualification in communications or public affairs is highly desirable.

+ Outstanding, professional, oral and written communications skills are essential. Strong oral and written communications skills in English required.

+ Proven ability and skills to conceive, analyze, develop and execute medium-to-long term strategies and campaigns to deal with complex issues of manufacturing, environment, health and regulation, involving multiple issues and stakeholders, to achieve the Company's corporate affairs objectives as a member of a team.

+ Demonstrable history and trusted relationships established with Government and policy influencers, and strong contacts.

+ A strong record of being a great team player and collaborator with internal and external stakeholders with the ability to promote cooperation and facilitate problem resolution in a timely, creative and professional manner.

+ Should be well organized, highly motivated, creative and analytical with regards to problem solving.

+ Must be highly flexible, able to work under pressure, independently and in a team environment, and with all levels of the organization and government officials.

+ Some travel may be required.
