For this role, you will be part of the Medicare Star Data Management and Reporting team.  You will be responsible for taking projects from original concept through completion, acting as a single point of accountability for the project's management, the alignment of all teams across various functional areas, and the utilization and adherence to standard protocol/tools/issue management/gap closure to ensure that projects meet their stated objectives.  Each project will have defined performance metrics in which you will assist in creating and be responsible from start to finish by maintaining, monitoring, and reporting regularly on its progress to team members, stakeholders and leaders.

 

Our team owns the operations and enhancements to a suite of Data Management, Reporting and Business Intelligence assets which are utilized to achieve industry leading CMS STAR Quality Ratings

 
Primary Responsibilities:
  • Facilitator/Lead
    • Lead or contribute to the development of program or project scope statements, in consultation with applicable stakeholders (e.g., program/project charter, Statement of Work, Business Vision Document)
    • Ensure the alignment, buy-in, and coordination of diverse project stakeholders by building rapport with internal customers, third party vendors, and senior management
    • Promote project vision and objectives with project team
    • Communicate tough issues to stakeholders and keep an independent opinion
    • Establish, develop and maintain effective relationships with applicable project stakeholders (e.g., project team members, business sponsor, ancillary teams)
    • Recognize/celebrate project team contributions throughout the project
    • Assist with review of performance levels and ensure service level agreements are met
    • Create standard work documentation, visual work instructions, templates and training material
    • Follow the guidelines and execute the Department Communication Plan
  • Project Management and Improvement
    • Develop and facilitate full project documentation using specified standards to meet identified goals and objectives of each project
    • Use good judgment and skill to develop a project management approach that is suitable for planning and managing the effort to achieve the project goals within designated project constraints such as a hybrid Agile approach
    • Define project scope and schedule while focusing on regular and timely delivery of value using appropriate tools (e.g., presentations, cost-benefit analysis, business case)
    • Develop, analyze, and manage large matrixed project plans by allocating right resources, establishing a schedule, tasking assignments and forecasting resource for timely completion using current governance guidelines and methodology (e.g., RSA process, Agile, Waterfall)
    • Proactively monitor overall project performance and life cycle (e.g., on time, on budget, within scope and with quality) against plan and make adjustments as needed
    • Organize and lead project status and working meetings
    • Prepare and distribute progress reports regularly
    • Manage and track risks and issues to completion
    • Manage and monitor testing process (e.g., end-to-end, SIT, UAT, load testing) and ensure defects are closed prior to deployment
    • Perform delivery planning and transition for assigned projects
    • Support the Business Owner in managing customer expectations for project deliverables, producing stakeholder communications, and helping to implement an effective system of project governance
    • Define and manage a project process and champion ongoing process improvement initiatives to implement best practices for Agile Project Management
    • Ensure that new and revised business processes and procedures are documented/updated/approved, as needed (e.g., process flows, SOPs, job aids, training guides) and meet quality/repository standards (e.g., SPARK)
    • Ensures adherence to established processes, compliance, regulations, and policies (e.g. UHG, Optum IT, STARS, data security, HIPAA, NCQAA, HEDIS, Health Care Reform, SOX, CMS, federal/state regulatory requirements))
  • Team Relationships
    • Provide individual feedback to team members on projects or as appropriate
    • Collaborate on cross-functional teams to make effective business decisions and meet strategic goals
    • Practice self-development and promote learning in others by proactively providing information, resources, advice, and expertise with coworkers and customers
    • Build relationships with and influence cross-functional stakeholders
    • Adapt to competing demands, changing priorities, and new responsibilities
    • Listen, respond to, seek, and address performance feedback that is received
    • Develop,  implement, and present project progress metrics at regular check point meetings
    • Develop, collaborate, and support a visual metric/report management system to track, improve, and sustain project plan and deliverables
    • Assist in developing of policies, procedures, and standards of operation and practice
    • Assist in team development while holding teams accountable for their commitments, removing roadblocks to their work; leveraging organizational resources to improve capacity for project work; and mentoring and developing team members
