Responsibilities

The Program Outreach Specialist is responsible for development and implementation of the organizations outreach plan. They will be responsible for execution of all outreach activities, including communication, coordination, scheduling, stakeholder interactions, feedback, and input from all stakeholders both internal and external to the program. You will be responsible for connecting stakeholders, users, and customers in the broader community, by creating cultivating relationships with individual organizations, individuals, and other relevant stakeholders. You will need to be self-motivated, enthusiastic, and program driven. This position requires an individual who is equipped with a positive can do attitude and readiness to develop effective relationships with the larger community.

You will be responsible for updating, maintaining, delivering, and executing a comprehensive plan for customer outreach; Executing the plans, processes, and methods for managing coordination and communications with the stakeholder community; Supporting both broad and targeted stakeholder coordination and communications of relevant activities, schedules, testing, and service capabilities to increase awareness, customer confidence, and to improve customer satisfaction levels; Developing the plans, processes, tools, and techniques to collect community/user feedback and customer satisfaction (e.g., surveys, questionnaires), analyze and assess results, identify and recommend opportunities for continuous improvement, and report results and recommendations back to the Government.

Specific tasks the Outreach Specialist Specific will ensure is accomplished in order to execute all outreach activities, either online or in person, includes:

  1. Build, execute, and maintaining a Communication Plan
  2. Build and maintain a calendar of outreach activities, including schedules, testing, and service capabilities to increase awareness, customer confidence, and to improve customer satisfaction levels.
  3. Build and execute plans, processes, tools, and techniques to collect community/user feedback and customer satisfaction (e.g. surveys, questionnaires, etc.), analyze and assess results, identify and recommend opportunities for continuous improvement, and report results and recommendations back to the Government.
  4. Ensure that stakeholders have the tools and resources to be successful in the use of TALOS produced solutions. tools, applications, and products.
  5. Deliver subject matter expertise for the operational outreach.
  6. Successfully deliver outreach activities through cost-reasonable and available means as directed by the Government including Video Teleconferencing (VTC), Defense Collaboration Services (DCS).
  7. Maintain and, update DIAs product library to ensure all material is applicable to current production environment.
  8. Maintain user access as appropriate.
  9. Provide an innovative approach and cost avoidance for outreach activities.

Qualifications

Required Qualifications:

  1. A minimum of TS security clearance with SCI eligibility.
  2. Bachelor's w/ 10-12 yrs experience, Master's w/ 8-10 yrs experience, Or related equivalent experience w/o a degree
  3. Experience leading cross-functional mission and information technology outreach activities.
  4. Experience in developing and actioning Stakeholder feedback programs such as surveys, questionnaires, etc.
  5. Experience designing and successfully conducting outreach activities for all stakeholders.
  6. DIA systems experience [e.g., Machine-Assisted Analytic Rapid-Repository System (MARS), Generic Area Limitations Environment (GALE), Functional Intelligence System of Hierarchical Networks (FISHNet), FounDRI, Event Data, Defense Economics Database, Object Based Production (OBP), Activity Based Intelligence (ABI), IC Information Technology Enterprise (ICITE)].

Desired Qualifications:

  1. STEM Masters degree (e.g., computer science, management information systems, systems engineering).
  2. Professional Certification(s).
  3. Experience using Agile systems implementation methodologies.
  4. Mission/Business Capability analysis experience determining how a capability should work and how changes in conditions, threat, mission, ROE, operations, technology and the environment will affect outcomes.
  5. Experience delivering outreach activities through any cost-reasonable and available means including Computer Based Training (CBT), Video Teleconferencing (VTC), and Defense Collaboration Services (DCS).
  6. Experience performing Outreach efforts to promote new mission/business IT capabilities, services, tools & essential activities to ensure user are knowledgeable for how to leverage & operate these mission/business enablers.
  7. Experience developing plans, processes, tools, techniques to collect user community/user training feedback and customer satisfaction (e.g., surveys, questionnaires), analyze/assess results, incorporating into continuous improvement.
