Responsibilities

The individual selected for this position will fill a role as a Program Director for a cloud computing focused contract responsible for managing the day-to-day activities for a single award IDIQ as well as providing Business Development and capture support for Task Orders. The selected candidate will be responsible for ensuring the overall execution of the management of the IDIQ and task order contract(s) including assisting staffing, financial management, and reporting. He/she will be responsible for overseeing employees and subcontractors. A familiarity with and ability to manage an LOE Professional Services and deliverable based contracts is key as well as a basic understanding of cost reimbursable and fixed price contracts. The selected individual will be responsible for the overall financial commitments to the corporation for the IDIQ performance.

Candidate will direct the Program Managers assigned to each of the task orders for technical and administrative areas and provides leadership and mentoring to the team. The candidate is expected to work seamlessly with the IDIQ CO and COTR and key customer decision makers to maintain the cost/schedule baseline and generate deliverables. The selected individual will work with the customer to define tasks and set expectations.

Specific job responsibilities include:

Coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions

Managing cost, schedule and technical performance of work scope for multiple projects

Participating in the negotiation of contracts, contract changes, sub-contracts and subcontracts changes.

Coordinating the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of the contract.

Acting as primary customer contact for program activities, leading program review sessions with the customer to discuss cost, schedule and technical performance.

Developing new business or expands the product line with the customer.

Establishing milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.

Direct the work of employees assigned to the program from the technical and administrative areas and provides leadership and mentoring to the team.

Work seamlessly with the COTR and key customer decision makers to maintain the cost/schedule baseline and generate deliverables.

Assist new staff members in starting work on new tasks. Coordinate with Security on crossover and orientation, set up new Non-Employee IDs, and provide time and attendance instructions and assistance as needed.

Lead and assist with Business Capture activities across multiple customer sets for both ECPs and new business. This may involve capture management, staffing, resume targeting, writing past performance content, writing technical or management approach content, or working collaboratively with partners to edit or format content they have provided

Support PMO and Capture SharePoint sites - upload documents, create new folders and lists, update Contacts List, re-structure site as needed to support the program.


Qualifications

The following knowledge, skills, and abilities are required for successful performance of the activities associated with this position:

Customer Domain experience

Requires a bachelor degree in a technical field with at least ten plus years experience as a Program Manager.

A minimum of three years of experience managing program(s) with greater than $10M in annual sales.

Capture experience

Demonstrated ability to work and quickly transition across multiple tasks

Experience managing/working with subcontractors

Experience managing multiple contract types

On-site work experience

Ability to communicate clearly and concisely, both orally and in writing

Ability to manage multiple high priority projects simultaneously.

Highly motivated and dedicated to deliver results in a timely and accurate fashion.

Customer-centered approach to all interactions required in support of position activities.

Expert representational, oral, and written communication skills, including the ability to produce clear, logical, and concise products

Superior organizational and interpersonal skills, and demonstrated ability to interface effectively via written and oral forums with personnel at all levels of government

Expert skills using MS Office Suite, including Outlook, Word, Excel, and PowerPoint

Demonstrated expert ability to effectively work with senior and executive level government staff

Strong analysis and organizational skills

TS/SCI with Poly required

Desired Skills/Qualifications:

PMP certification

AWS certifications

Azure certifications

Experience in cloud computing environments in the IC

SAFe certification
