Responsibilities

We are looking for a Program Analyst in Aberdeen, Maryland.

The candidate that fills this role will support our Sensors Aerial Intelligence contract and will be responsible for the following:

  • Support of Project Manager, Sensors Aerial Intelligence (PM SAI) and the Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S). PEO IEW&S provides tactically relevant manned Aerial Intelligence, Surveillance and Reconnaissance (AISR) to the United States Army, U.S. Army Reserves, U.S. Army National Guard and Department of Defense (DoD) Aerial Exploitation Battalions (AEBs), Combatant Commanders (COCOMs) and Task Forces (TFs) in support of both persistent missions and current, and emerging, Overseas Contingency Operations (OCO).
  • Develop, evaluate, revise and monitor financial performance of organizations against their budgets and forecasts on U.S. Army support contracts, programs and projects.
  • Design and generate a suite of reports providing leadership team timely and accurate picture of financial performance against targets/funding for different elements of cost.
  • Establish schedule for periodic reviews of financial performance as well as develop and distribute routine reporting necessary for identifying issues and monitoring performance against funding, targets, budgets and/or forecasts.
  • Coordinate and chair periodic reviews of financial performance.
  • Conduct financial management functions to include developing, establishing, enforcing processes and procedures to ensure/safeguard the proper use of funds/resources.
  • Reconcile/audit complex government contracts to identify errant charging or available funding that exists on contract or new sources of funding.
  • Participate in US Army funding execution process.

Qualifications

Minimum Qualifications:

  • Secret Clearance
  • 5 years of government Program Analyst experience
  • Experience with Microsoft Outlook, Excel, Word and PowerPoint. Excel proficiency should include the use of pivot tables, conditional formatting, macros, the use of formulas (sumif, if/then, vlookup, subtotal, etc)
  • Working knowledge of different funding types on government contracts, e.g., OCO/OMA, OPA, RDT&E and different contract types, e.g., CPFF, CPAF, Fixed Fee, T&M
  • Working understanding of the contracting process, annual budget process, and US Army fiscal policy

Preferred Qualifications:

  • Bachelors in Business/Finance or Mathematics
