The Office of Strategic Operations (OSO) Systems Engineer (SE) will directly support OSO-S (Strategy Division). The ideal candidate for this position must have a strong ability to perform deliberate strategic planning for the execution of D/NGA vision, GEOINT Functional Management mission imperatives, and associated strategic initiatives for NGAs future. The Candidate should have wide experience with NGAs systems and processes, a data science/engineering background, with the ability to interpret metrics and translate these metrics into requirements. Strong understanding of NGA Program Build process is a plus.

The OSO SE will:

  • Lead NGAs deliberate strategic planning process which starts with the NGA and GEOINT Functional Management mission imperatives, developing D/NGAs Strategic Program Brief, GEOINT 202x CONOPS, and a Strategic Implementation Plan (SIP), as the basis for NGAs Planning, Programming, Budgeting and Execution (PPBE) planning process and POM build.
  • Ensure logical and systematic conversion of mission needs, joint topical or product requirements into total systems solutions through enterprise transition to operations, acknowledging cost, schedule, and technical constraints.
  • Manage GEOINT mission-driven capability needs across NSG/ASG, driving requirements closure, performing functional & timeline analysis, detailed trade studies, AoAs, mission needs allocation and interfaces definition, translating customer requirements into capability and service specs.
  • Plan & coordinate NSG/ASG modernization & mods, with emphasis on NGA systems, platforms, capabilities, services & functions to support GEOINT data types, formats, metadata and capacity.
  • Manage, develop, coordinate and document integration of GEOINT functions into NGA systems.
  • Plan and perform full SE&I life cycle technical design, CONOPS development, implementation planning, integration, cost, schedule, technical performance, opportunity/risk, and mission effectiveness and supportability analyses spanning all levels of the NSG/ASG enterprise.
  • Apply appropriate project management model selected for capability implementation efforts and perform end-to-end project analysis, to ensure capabilities being implemented comply with NSG/ASG enterprise technical architecture and support NSG/ASG enterprise control gates.
  • Spearhead D/NGA Mission Imperative-driven OSO strategic initiatives (e.g., Modeling the World) and the CAVE data-driven decision-making platform.


Required Qualifications:

  • Active TS/SCI
  • STEM BS(Engineering, Comp or Data Sci, InfoSys, Math, Physics, related scientific/tech discipline)
  • 15+ years of experience in directly related field, with 10 years recent agency experience, including GEOINT/geospatial experience.
  • Knowledge and experience executing DoD/IC deliberate strategic planning, as the basis for the Planning, Programming, Budgeting and Execution (PPBE) process, SYDP and POM build
  • Data engineering, requirements engineering & establishing/interpretation of metrics experience
  • Experience using logic/reasoning to identify strengths/weaknesses of alternative tech solutions or approaches to solve mission problems(performing studies & analyses,authoring white papers)
  • Demonstrated ability/experience identifying/solving problems reviewing related information to develop/evaluate options and implement solutions with minimal supervision / direction
  • Strong interpersonal, problem solving, organizational, multi-tasking, load-balancing skills
  • Excellent written, verbal, presentation skills; Able to lead technical forums/initiatives/studies
  • Technical project engineering/leadership skills and experience; and, systems analysis experience

Desired Qualifications:

  • STEM MS (Engineering, Comp or Data Sci, InfoSys, Math, Physics, related science/tech discipline)
  • Relevant certs: Strategic Planning;DAWIA PM or PMI/PMP; SE&I(INCOSE xSEP); IT(ITIL); SAFe(SA)
  • Knowledge of NGA Mission Imperatives & IPOs Strategic Initiatives(eg,AAA,AAABI,SOM,OBP,GB)
  • Knowledge/experience with all source all domain (space, air, sea, land) GEOINT
  • ISR TCPED (Tasking, Collection, Processing, Exploitation, and Dissemination) SE&I experience
  • Experience working with mission partners complying with export control/ITAR requirements
