Responsibilities

Overall Assignment Description:

The NEOG Phase 2.0 Support Engineer will work directly with the NEOG Phase 2.0 Lead and the NEOG deputy program manager on all matters concerning the strategy, planning, development, operation, and management of all activities associated with Phase 2.0 of the NEOG program as initially described in the NEOG Phase 2.0 Strategy Outline and as modified / expanded upon thereafter as requested by the NEOG PMO. This position will establish communication and participation with associated NGA and Mission Partner entities to ensure the highest level of collaboration for success. The NEOG Phase 2.0 Support will also be responsible for the execution of assigned Phase 2.0 tasks to be completed on time having the expected quality and rigor.

Duties May Include:

  • Assisting the Government in the capture and translation of mission and customer requirements/needs into systems/capability requirements and solutions
  • Documenting needs and expectations in the form of technical concepts, strategies, or guidelines
  • Assisting the Government in strategic technical planning, project management, performance engineering, risk management and interface design
  • Support NEOG program to integrate multiple Major Systems Acquisitions across organizational, agency, department, and governmental/national boundaries
  • Establish communication and participation with associated NGA and Mission Partner entities to ensure the highest level of collaboration for success
  • Document NEOG program needs and expectations in the form of technical concepts, strategies, or guidelines
  • Develop technical documents to capture task descriptions, operational concepts, and capability requirements
  • Conduct planning, analysis/traceability of user requirements, architectures traceability, procedures, and problems to automate or improve existing systems and review cloud service capabilities, workflow, and scheduling limitations
  • Assist with Analysis of Alternatives (AoAs), Course of Actions (CoAs), Trade Studies, and Engineering Assessments
  • Developing programmatic and technical presentation decks and briefing those as required
  • Reporting team activities and progress
  • Identifying issues and short falls
  • Performing risk management
  • Executing defined Phase 2.0 tasks
  • Engaging the Modeling and Analysis team when required to perform simulations or assess throughput, timelines or performance values
  • Travel: Local travel in the Chantilly VA area to attend Mission Partner meetings, TEMs and reviews on an as required basis. Possible out of state travel to attend PMRs and design reviews

Qualifications

Skills and Experience:

Required:

  • Bachelors degree or higher in Systems Engineering or in a related technical or scientific fields such as Engineering, Physics, Mathematics, Operations Research, Engineering Management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program, or related equivalent additional experience.
  • 12+ years of experience working in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or systems engineering of large complex System of Systems or Service Oriented Architecture environments residing in cloud, on premise, or hybrid infrastructures.
  • Experience with commercial service-based architectures and the development of services
  • Previous knowledge of, and relationships with, Mission Partner GEOINT, Ground, and Systems Engineering program offices
  • Self-starter and willing to take initiative with the Mission Partner; be proactive and forward leaning
  • Excellent customer relationship and communication skills
  • Experienced in negotiation and persuasion
  • Desire to succeed
  • Ability to plan development activities throughout the project lifecycle
  • Ability to envision creative approaches and a desire to embrace change
  • Understanding of various engineering development methods: Waterfall, Agile, Spiral
