The Manager, IT Program Management ensures the achievement of targeted business outcomes through the successful delivery of business and technology-focused initiatives and projects, ranging in size and complexity. The incumbent works with our business and technology leaders, understanding their strategy and needs, and driving alignment of the portfolio of work, as well as the teams engaged.  


In addition to individual contribution, the Manager, IT Program Management may lead a team of project leaders, including employees and consultants (onshore and offshore), in the delivery of a portfolio. The Manager, IT Program Management will also lead, build, and develop a cross-functional high-performing team tasked with delivering on business outcomes who may not directly report to them. 


The incumbent will leverage SAFE/Agile expertise, both in their own contributions and as a coach and influencer driving adoption of Agile frameworks across the team. This role also encompasses key responsibilities and acts in the role of Release Train Engineer (RTE). An RTE is a servant leader with a Lean-Agile mindset, whose main responsibility is to help the SAFe train deliver value. They do this by coaching leaders and the members of the train in Agile practices. Additionally, they are responsible for facilitating events and processes, encouraging collaboration between teams, working with product management and stakeholders to ensure alignment, and helping to manage risks and impediments.


Key responsibilities:

  • Oversee Program management activities and drive RTE responsibilities for the Retirement Full Service Solutions Individual Portfolio of work, developing digital experiences which promote financial wellness for Retirement participants, across Enrollment, Money In, Money Out, and Money Management.
  • Assimilate technical needs of the project and its staff and articulate portfolio, program and project alignment to organizational priorities and governance processes to deliver on business outcomes
  • Accountable for delivering a portfolio of programs and projects which may include large complex cross functional strategic, business, and/or technical initiatives, within established timeframes and quality measures.
  • Provide project services including but not limited to user story development support, project planning, scheduling, estimating, change management, budget planning and project accounting, risk assessment, resource management user training, and organizational readiness planning.
  • Provide coaching to leaders and the members of the train in Agile practices. Facilitate events and processes, encourage collaboration between teams, work with product management and stakeholders to ensure alignment, and help manage risks and impediments.
  • Facilitate engagement with internal and external stakeholders, ensuring strategic alignment, clear understanding of program / project goals and focus on delivering meaningful outcomes
  • Ensure clarity of project/train scope and schedule while focusing on regular and timely delivery of value; organize and lead project status and working meetings; prepare and distribute status reports; proactively manage risks, issues and interdependencies; correct deviations from plans and remove impediments from teams; perform delivery planning for assigned projects
  • Partner with multi departmental leadership and other stakeholders to ensure that teams are aligned, and projects successfully delivered. Develops key relationships and regularly interacts with leadership at all levels.
  • Effectively communicate to individuals at all levels, clearly articulating strategy, plans, issue and actions. Successfully bridge technology and business understanding to ensure full alignment and foster partnerships.
  • Define and develop project or agile management best practices, processes, and policy to ensure alignment with corporate strategy and goals. Maintain consistent use of portfolio, program, and project management tools. Apply knowledge of development lifecycle approaches and frameworks to ensure team efficiency. Ensure change management requirements are identified and implemented as a standard part of program delivery.
  • Develop an inclusive and collaborative work environment. 

  • Qualifications


    • 5 to 8 years experience in project / program management; proven track record of leading large, complex initiatives with technology requirements and strong business connectivity
    • 3 - 5 plus years experience with varied models and framework for product and system development and delivery, including Agile and SAFE frameworks.
    • Experience with people management is a plus.
    • Strong acumen for understanding technology requirements and working with technical staff at all levels of the organization
    • Experienced in change management practices, budget management and resource management
    • Critical thinking and creative problem-solving skills; sound business judgment and intelligent risk taking
    • Demonstrated ability in managing, collaborating and influencing people not within the direct reporting lines.
    • Strong negotiation, interpersonal, partnership, and communications skills with ability to effectively work with all levels of an organization.
    • Exceptional verbal and written communication/presentation skills
    • Bachelors degree or comparable experience
    • Project Management/Agile certifications a plus
    • Financial Services and Retirement experience a plus
