The Legal Payroll Compliance Specialist is a subject matter expert that provides ADP pay segments (AutoPay, RUN, Enterprise, GlobalView, and PI) and businesses (National Accounts, Major Accounts, SBS) with mission critical statutory guidance and support for highly complex requirements with respect to payroll calculations, payroll tax administration and payroll tax reporting to keep systems statutorily compliant.

The role's main focus is to monitor, assess, interpret, analyze, and communicate legislative and statutory requirements impacting US Federal, States, Territories (PR, Guam, VI, etc.), Locals, Canada Federal, Provinces, and Territories. Research may also include international payroll, human resources, and benefits in support of ADP's global businesses.

This position will be based in Roseland, NJ or can be worked remote from anywhere in the US.

What you will do:

  • Read and interpret federal, state, territorial and local legislation.
  • Recognize and communicate industry trends and forecast future impacts.
  • Keep business partners informed and ahead of statutory/legislative items that affect payroll, payroll tax processing, payroll tax reporting and associated benefits.
  • Perform research to resolve or clarify highly complex statutory issues.
  • Assess statutory impact and make recommendations for system and business requirements and implementation.
  • Author and audit highly complex statutory change forms and internal compliance and procedural documents.
  • Attend partner statutory reviews on implementation of statutory changes. Use experience to consult on the systems analysis and design approach.
  • Provide guidance internally to Statutory Research Shared Services staff, ADP Government Affairs and Legal departments.
  • Maintain key contacts with federal, state, local and international government agencies and country partners and use negotiation skills to work with agencies in the timing and implementation of legislation/statutory rules and regulations.
  • Research and track pending legislation and agency changes via jurisdictional website searches, tax publications and newspaper reviews, to keep abreast of payroll, payroll tax and payroll tax reporting trends and issues that may potentially have statutory impact to ADP's products.
  • Ensure that statutory items/requirements are communicated quickly and efficiently throughout the organization.
  • Coordinate and organize SOC1 control objective review with outside audit firm. CPA Program Project Manager responsible for working with several pay segments to schedule, coordinate logistics, contract CPAs countrywide.
  • Year-End - Gather, prepare, and deliver a presentation on statutory topics at partner regional year end conferences. Attend and provide statutory support at partners daily regional conference call. Explain impact of open pending stat changes and provide status. Plan, schedule, coordinate year end timeframes.
  • Government Affairs - Manage pending legislation process, ensuring team is up to date with the most current bills under consideration. Interface on a regular basis with VP from Government Affairs and provide input, clarity and assess potential impact on payroll, payroll tax processing and reporting.
  • Special Projects -- Act as Lead and manage special projects internally and externally as needed.

Education/Certification Requirements:

  • Bachelor's Degree required with a concentration in Business, Tax, Accounting, or related major. CPP is preferred.


  • Eight to twelve years of directly related experience working in a compliance, payroll and/or technical environment.
  • Experience with reading, interpreting, and communicating complex federal and state legislation required.
  • Experience with Canadian payroll processing and reporting rules a definite plus.
  • Excellent verbal and formal written communication skills and grammar a must have!

Compensation range for this role for U.S. Colorado Residents
Minimum: $82,900 (plus bonus)
Maximum: $126,065 (plus bonus)
