Responsibilities

The Lead Proposal Writer is a thought leader and mentor that provides expert guidance and direction to a team of Proposal Writers. As the team leader, the Lead Proposal Writer provides counsel, coaching, insight and direction to the Proposal Writing team. The Lead Proposal Writer works with the Proposal Writing team to continually assess and improve processes, techniques and skills for developing and maintaining material to achieve compliant, compelling and evidence-based proposals.

The Lead Proposal Writer engages with the broader Capture and Proposal Team to collaboratively visualize, develop, and articulate win strategies, proposal strengths, solution elements, and communication techniques used in response to U.S. Government and State & Local solicitations.

Responsibilities:

  • Engages with Capture Manager, Proposal Manager, solution team and other proposal team members to facilitate articulation of win strategies and content planning
  • Works with the Capture Manager and Proposal Manager to facilitate Win Strategy and Value Proposition sessions that generate clear and effective win themes and strength statements
  • Trains, develops and coaches writers (individually and as a team) to create content that clearly and concisely articulates Perspectas solution, business case, and value proposition in response to client requirements.
  • Guides the team by demonstrating how to infuse the win strategy, key strengths and customer mission into common frameworks for management, transition, and other repeatable content
  • Builds a culture of thought leadership, innovative thinking and accountability across the writing team
  • Monitors workload across the team and assigns personnel to specific tasks based on priorities
  • Serves as a subject matter expert on content development and effective communication practices
  • Provides end-to-end writing support for select, high-priority proposals to ensure delivery of a well-written, compelling, and compliant response.
  • Substantively edits others narrative content to streamline prose, improve focus, sharpen structure, and reduce word count (one-voice or technical edit).
  • Develops a solid understanding of Perspecta business, solutions, and technology vision and clearly conveys our position to other stakeholders.

Leadership Responsibilities

  • Serves as a thought leader, contributing to the development and continuous improvement of the proposal writing community regarding processes, tools and templates.
  • Work with stakeholders at all levels, including senior leadership, to facilitate knowledge sharing and improve content development processes.
  • Provides counsel/direction/coaching to the Proposal Writing team (as well as other team members assigned writing responsibilities) on evidence-based, compelling content that clearly positions Perspectas strengths and discriminators in order to achieve higher evaluations from the client.
  • Coaches/counsels the Proposal Writing community to think outside the box putting themselves in the clients shoes regarding how our response reads; or how it addresses their specific needs to solve their problems
  • Brings energy to the team, pushing them to continually better themselves, their skills and their craft
  • Works with Content Management Director to assess the Proposal Writing Teams skills and abilities to embrace new styles of writing

Qualifications

Requirements:

  • Requires a BA degree or higher with 12 years of related experience.
  • Excellent communication skills (both oral and written)
  • Proven ability to work with/interview Subject Matter Experts to understand and write about complex technical and management approaches
  • Excellent people skills - able to work with teams of varying sizes, technical abilities, and levels of authority with both internal corporate staff and teammates
  • Requires strong planning, organization and communication skills. Due to the fast-paced work environment, the selected individual must be a team player, self-starter, and able to work with minimal direction to meet deadlines. Must be able to handle multiple projects simultaneously. Must be available for overtime, weekend work, and travel when necessary to support proposal, review, and delivery timelines.
  • Candidate must be capable of holding a security clearance.
  • Must have a strong working knowledge of the current Federal Acquisition Regulation (FAR), Defense FAR (DFAR), and similar regulations, and have the ability to read and interpret Government Requests for Proposals (RFPs), Requests for Information (RFIs), Requests for Quotes (RFQs) and Solicitations.
  • In-depth understanding of compliance requirements with all sections of governmental RFPs, experience analyzing RFPs, helping to develop annotated outlines, working with compliance matrices and content-planning storyboards
  • Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes
  • Working knowledge in MS Word, Excel, PowerPoint and SharePoint or other proposal collaboration tools
