Overall Purpose: Investigate, design and assess gaps in the marketplace to create usable and marketable applications. Key Roles and Responsibilities: Creates new enhancements or applications in anticipation of, or response to, market, competitor, or regulatory influences. Translates new technologies and market requirements into product design. Manages technical design and recommends capital expenditures and production methods for new products. Prepares and presents business case for new products/services. Conducts feasibility studies related to new product development. Considered an expert within the discipline. Education: Bachelor's degree required. Experience: 6+ years of experience in similar area of responsibility.


Candidate should be experienced in all aspects of Last Mile Access/Interconnection including ordering, provisioning, billing, and maintenance of Switched and Dedicated Access circuits. Experience with AT&T and/or Telco provisioning systems such as SOTS, EFMS, ACMS, CANOPI, TIRKS, EXACT, and others is key. Candidate should have knowledge of Industry Standard Guidelines including ASOG, CABS, SECAB and the Ordering & Billing Forum (OBF). Candidate should have expertise on TDM vs. Ethernet services and how Enterprise customers consume them. Networking and interconnection architecture, protocols, methods and procedures are fundamental disciplines.


Candidate must be familiar with Oracle Databasing and mainframe data processing, storage, relationships, movement, presentation, and maintenance, as well as cloud based processing and storage. SQL programming a must. FOCUS programming a plus. Candidate should have knowledge or experience with web-based application management and oversight. Responsibility includes maintaining an application for both business and industry relevance is a core discipline and requires extensive communication and coordination with partner organizations. The candidate needs to be able to process, understand, and relate inputs from external sources and translate into system requirements.


The position manages and directs a team of off-shore resources for both day to day operations and short- and long-term strategic direction. Candidate must be adept at managing multiple complex projects and competing demands for limited resources. Candidate should be skilled at system design and engineering, including web interaction and functionality built around user input and requirements in an AGILE methodology.


Candidate must be highly skilled with Excel and capable of running complex data analytics in support of business needs. Candidate must have experience writing business cases to support ROI-based capital investments.


Candidate should be familiar with emerging technologies such as AI/ML, API/MEF Standards, and data visualization/transformation.
