Responsibilities

The Instructional Systems Design Specialist (CBT) is responsible for creating engaging learning activities, programs, and compelling course content using Computer Based Training capabilities. Working with subject matter experts and identifying target audience's training needs which can be delivered via Computer Based Training. Applying tested instructional design theories, practice and methods in the development of CBTs which support the TALOS efforts, solutions, applications, tools, and products. You will be responsible for the design and development of course content for both classroom and online delivery methods utilizing ISD principles. You will work closely with government and contractor professionals throughout the enterprise to develop and deliver TALOS curriculum and courses.

You will be responsible for designing, developing, maintaining, and delivering, TALSO computer-based Training solutions in support of the program utilize the ADDIE (analysis, design, development, implementation, evaluation) process and other core essentials to designing a CBT curriculum; Collaborate with DIA stakeholders to define and analyze learning objectives and needed outcomes; Lead course design and development; designing courses with scenario based or experiential learning activities; Provide general technical assistance as needed.

Specific tasks the Instructional Systems Design Specialist (CBT) will ensure is accomplished in order to produce training, either online or as instructor-led opportunities, includes:

  1. Developing and maintaining Computer Based Training and Learning activities to deliver a compelling course content using CBTs and other on-line training products.
  2. Develop and maintain engaging learning activities and compelling Computer based Training course.
  3. Create engaging learning activities and compelling course content
  4. Work with subject matter experts to identify target audiences training needs
  5. Set instructional end goals and create content that matches them
  6. Visualize instructional graphics, the user interface and the finished product
  7. Analyze and apply trends and best practices in learning technologies and instructional design
  8. Provide exercises and activities that enhance the learning process
  9. Create supporting material/media (audio, video, simulations, role plays, games etc.)
  10. Devise modes of assessment, such as tests or quizzes, to measure the effectiveness of the course
  11. Maintain project documentation and course folders
  12. Maintain and, update DIAs product library to ensure all material is applicable to current production environment.
  13. Provide an innovative approach and cost avoidance for CBT development and delivery.

Qualifications

Required Qualifications:

  1. A minimum of TS security clearance with SCI eligibility.
  2. Bachelor's w/ 10-12 yrs experience, Master's w/ 8-10 yrs. experience, Or related equivalent experience w/o a degree
  3. Experience designing scenarios and/or simulations with a firm understanding of the concepts of immersion and engagement
  4. Experience with Instructional System Design, course design and development
  5. Experience implementing the ADDIE process
  6. Experience in developing and actioning Stakeholder feedback into training and learning content.
  7. Ability to follow security protocols to protect sensitive data
  8. DIA systems experience [e.g., Machine-Assisted Analytic Rapid-Repository System (MARS), Generic Area Limitations Environment (GALE), Functional Intelligence System of Hierarchical Networks (FISHNet), FounDRI, Event Data, Defense Economics Database, Object Based Production (OBP), Activity Based Intelligence (ABI), IC Information Technology Enterprise (ICITE)].

Desired Qualifications:

  1. STEM Masters degree (e.g., computer science, management information systems, systems engineering).
  2. Professional Certification(s).
  3. Experience using Agile systems implementation methodologies.
  4. Mission/Business Capability analysis experience determining how a capability should work and how changes in conditions, threat, mission, ROE, operations, technology and the environment will affect outcomes.
  5. Experience delivering Computer Based Training (CBT), Video Teleconferencing (VTC), and Defense Collaboration Services (DCS).
  6. Experience developing Computer based Training products to promote new mission/business IT capabilities, services, tools & essential activities to ensure user are knowledgeable for how to leverage & operate these mission/business enablers.
  7. Experience developing plans, processes, tools, techniques to collect user community/user training feedback and customer satisfaction (e.g., surveys, questionnaires), analyze/assess results, incorporating into continuous improvement.
