GENERAL SUMMARY

Job Description

Develops, defines, and executes plans of record, including: schedules, budgets, resources, deliverables, and risks. Monitors and drives the program from initiation through delivery, interfacing with internal and external stakeholders across functions on technical matters, as needed. Monitors budget/spending, on-time delivery, and achievement of program milestones. Represents the program and drives alignment across stakeholders.Orchestrate the entire chipset development flow of highly complex integrated circuit(IC) design and chipset development programs from initiation to production. This is a technical program management position requiring knowledge in the areas of IC design, development, packaging, reliability, fabrication, Product Test Development, and Sustaining IC Management.


Principal Duties & Responsibilities

Manages and takes responsibility for multiple medium to large sized programs/technology with complexity by applying up-to-date program management knowledge to meet deadlines.
Collaborates with key stakeholders and program sponsors to develop program goals, set the prioritization of deliverables, discuss involvement of business processes (e.g., program change management, communication) and drives decisions necessary for on time delivery.
Develops and manages the execution of the program Plan of Record (e.g., on time, on budget, within scope) for multiple medium sized programs which include schedule and resource forecasting, stakeholders identification, method and frequency of communication, scope, and prioritization.
Risk Management will be a key aspect of the responsibility, develop program indicators, maintain risk matrix with mitigation and contingency strategies, monitor adherence to program master plans and schedules.
Establishes key program metrics and manages team to take action outside their comfort zone to ensure program success when metrics deviate from Plan of Record.
Identifies and secures resources to ensure alignment of team with program/technology demand for multiple medium sized programs with moderate complexity.
Drives teams to identify program issues/risks, and create a risk mitigation plan for multiple medium sized or a single complex program(s). Maintains and updates the risk tracker.
Promotes program vision and objectives within the team, ensures program objectives are met or exceeded, presents program vision to management, and gains buy-in from stakeholders.
Promotes adoption of processes by applying best practices and identifying and executing process improvement initiatives across the Program Management team.
Communicates project status, issues, and recommended mitigation plans to cross-functional core and executive teams.
Be the leader for the core team, organizes and leads interdepartmental meetings (i.e. leads meetings with engineering, foundry, technical publications and/or product support), to set project milestones, define project tasks, establish program policies and processes and allocate resources.
Participate in design reviews and coordinate or assure compliance to design or department checklists and procedures.
May interface with customer or supplier directly on a regular basis throughout the life cycle of program.

The Ideal candidate would have the following skills:

15+ years experience in related IC design and total product development with a later career emphasis on program management of those disciplines.
Be able to multi-task with and understand/facilitate/guide a variety of disciplines such as IC design, CAD, modeling, fabrication, test and verification, product support, reliability, process control, scheduling, applications, and business/contracts.
Self-starter. Ability to manage, influence, and set direction of multi-faceted, multi-disciplined teams and programs independently with minimal supervision.
Business acumen required. Candidates should have previous high volume, component-level, program management experience.
Must have excellent written and verbal communication skills, interpersonal skills, and the ability to mentor and motivate project teams.
Must be able to articulate vision and influence decision making and outcomes both within Qualcomm and with external suppliers.
Must have a \"whatever-it-takes\" attitude using diplomatic leadership skills within a collaborative teamwork environment to accomplish the necessary results.
Must be prepared to help in whatever capacity is necessary for the success of the program.
Sound judgment calls in day-to-day engineering and marketing decisions.
Self-managing and team player with collaboration.
Computer proficient and literate (fluent in MS Outlook, Word, Excel, PowerPoint, Project).

Bachelors Electronics/Electrical/Computer Science

Work Experiences:
15+ years Program Management or related work experience, 5+ years working with operating budgets, resources, and/or project financials.

Preferred Qualifications

Education:
Masters - Computer Science, Masters - Engineering

Work Experiences:
3+ years experience working in a large matrixed organization,
5+ years experience in a role requiring interaction with senior leadership,
