Qualifications

  • To qualify for a Senior-level labor category, the candidate must possess, at a minimum, the following education and experience:
    • Bachelor's degree; and twenty (20) years of work experience related to the technical requirement against which the individual is slated to perform. Four (4) years' experience may be used in lieu of a Bachelor's degree, which would then require the individual to have a total of twenty-four (24) years of work experience related to the technical requirement.
    • If an individual possesses a Master's degree (preferred, but not required), the requirement for related work experience is reduced to eighteen (18) years.
    • If an individual possesses a PhD, the requirement for related work experience is reduced to fourteen (14) years.
  • To qualify for a Mid-level labor category, the candidate must possess, at a minimum, the following education and experience:
    • Bachelor's degree or equivalent experience (4 years of work experience related to the technical requirement against which the individual is slated to perform); and
    • Five (5) years of work experience related to the technical requirement against which the individual is slated to perform. If 4 years of equivalent experience are used instead of a Bachelor's degree, then a total of nine (9) years of work experience related to the technical requirement against which the individual is slated to perform are
  • Superior knowledge of relevant intelligence issues with at least ten (10) years working within the IC;
  • Minimum of five (5) years of executive-level experience working for/closely with the IC, DoD and/or relevant stakeholder organizations;
  • Demonstrated success working closely with national governance boards, committees, and working groups to advance intelligence and information sharing efforts;
  • Superior understanding of strategy and policy development, training, and/or project management best practices related to relevant government initiative;
  • Superior knowledge of intelligence sharing with relevant stakeholder partners;
  • Superior oral and written communication skills and ability to express complex and at times controversial ideas, explanations, and concepts in a manner appropriate for the audience (one-on-one, small groups and large audiences);
  • Superior ability to balance competing work requirements to ensure that priorities and deadlines are met;
  • Superior problem solving skills and ability to identify complex problems and develop a range of options and preferred courses of action; and
  • Superior interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively, both independently and in a team or collaborative environment, and sustain professional networks.
  • All positions require TS/SCI with Poly level clearance.


Responsibilities

R&O Strategist
  • Identify issues and strategy for Artificial Intelligence (Al) with increased use in the hiring process to make certain the IC focuses on the best Al strategy for hiring a diverse agile workforce
  • Address and adjudicate the IC Applicant Gateway (ICAG) data call request
  • Implement processes for the IC to track and report the number of hires from IC virtual and in person events
  • Implement a robust virtual and in-person recruitment and hiring strategy which focusses on ROI for outreach to students and future employment targets
R&O Recruitment
  • Implement outreach sessions and schedule them in conjunction with regional events to ensure recruitment of the "One IC Work Force"
R&O Talent Acquisition
  • Implement five to ten minute video outreach sessions with rural and underrepresented communities annually
  • Implement additional CAE and Minority Serving Institutions student outreach sessions.
  • Manage and track IC usage of the Handshake HireVue and Yello capabilities throughout the IC.
  • Continuous evaluation of emerging capability platforms to ensure best outreach, recruiting and hiring strategies and in place throughout the IC.
