Responsibilities

Facilities Security Officer (FSO) - Responsible for the administration and coordination of the DOD, DOE, or other industrial security programs and activities to ensure compliance with government and company security policies and procedures. Develops and administers security programs and procedures for classified or proprietary materials, documents, and equipment in coordination with government agencies and management personnel. Reviews and implements federal security regulations that apply to company operations. Passes SCI access certifications. Conducts and manages SCI personnel (actions and procedures according to DoD and other government agency regulations.) Performs and documents annual security self-inspections, and represents the Company during formal reviews or inspections. Provide oversight of the processing of new employee security clearances including tracking within JPAS (Joint Personnel Adjudication System), Defense Information System for Security (DISS), and Army Centralized Contracts and Security Portal (ACCS). Oversight and administration for a comprehensive security education, training, and awareness programs for cleared employees to include conducting Initial Security Briefings, Security Classification Program Briefings, periodic training, and Debriefings. Communicate security procedures to employees and subcontractors, and provide guidance and assistance to project managers and staff in meeting security requirements. Maintain all security documentation and files accurately for personnel security using Access Commander and in accordance with requirements. Investigate and review security violations, preparing reports, and recommending specific preventive and corrective action to be taken. Obtains rulings, approvals, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitor access to restricted records and materials. Performs status checks on current investigations, determining upcoming reinvestigation dates, and relaying that information back to each employee.


Qualifications

  • Must have experience with DOD processes and procedures or an equivalent regulatory environment and/or military training involving SCI.
  • Must have a complete understanding of US Government National Policies, NISP, NISPOM, Intelligence Community Directives (ICDs), and DoD Manuals specifically AR 380-40.
  • Must possess the ability to identify issues and develop solutions to a variety of problems.
  • Strong communication, computer, analytical, and interpersonal skills.
  • The ability to initiate and plan projects, and analyze and interpret data.
  • The ability to produce appropriate clear, concise and detailed documentation.
  • Must be able to work independently and in a team.
  • Proficiency with JPAS, DISS, ACCS, and e-QIP
  • Completion of FSO Program Management for Possessing Facilities Curriculum; CSSO Certification a plus; and a working knowledge of AR 380-40 a plus.
  • Access Commander database experience preferred.
  • Secret clearance
