**ROLE SUMMARY**

As the compliance lead for the region, the BU Compliance Regional Director is responsible for providing oversight, strategic insights and support for implementation of the elements of an effective compliance program at the market level considering the local Legal and Regulatory framework, as well as Global Company Policies and Procedures, managing local compliance resources where available.



**ROLE RESPONSIBILITIES**

**BE THE COMPLIANCE LEADER**



+ Develops and drives the Regional Compliance Program including preparation of an annual plan addressing the risk profile for each market in the region

+ Coordinates with other compliance support functions to implement the Regional Compliance Program

+ Representation of Compliance in the local/regional Leadership Team in order to support Country Management in ensuring the elements of an effective compliance program exist in the market(s) under his/her responsibility

+ Co-chairs Compliance Committees as an effective forum to discuss, address, escalate significant risks and opportunities across the commercial business

+ Represents the company's ethical priorities before external stakeholders (e.g. MOH, pharma associations); develops and maintains effective networking with industry compliance professionals; participates as active member of local industry associations focused on ethics and compliance



**SUPPORT COUNTRY MANAGEMENT**



+ Assists in the preparation of compliance updates to Regional and Global leaders

+ Evaluates potential regional compliance implications from any changes in global/regional/local law and regulation

+ Coordinates with other compliance support functions in providing a unified approach/advice into commercial strategies



**PARTNERSHIP WITH** **relevant business and functional leaders**



+ Develops and maintains close and effective business partner relationships with colleagues while maintaining appropriate independence required for a compliance function

+ Focused engagement with business leaders to ensure proper support of business priorities and implementation of strategic projects

+ Coordinates cross-functional consultative bodies or any approval committees formed to manage compliance risks associated with activities, initiatives or third-party relationships



**MODEL AND FACILITATE A CULTURE OF INTEGRITY AND ACCOUNTABILITY**



+ Supports a strong culture of compliance in the country based on local needs and priorities

+ In partnership with the regional management and business leaders, supports a strong, consistent tone at the top

+ Develops a consistent communication and training plan; identifies needs and acts proactively

+ Supports an environment of continuous learning and open discussion

+ Supports the integration of compliance considerations into people processes in partnership with HR



**COMPLIANCE CHAMPIONS COORDINATION**



+ Supports the maintenance of a robust Champions network in the region, with a development plan and follow up

+ Organize regular meetings with champions to get feedback for the enhancement of the Compliance program and execute on PoAs



**COORDINATES SOP DRAFTING AND IMPLEMENTATION**



+ Facilitates effective understanding, implementation and integration of corporate and local policies

+ Responsible to support drafting, alignment, sign off, implementation and update of the SOPs owned by Compliance

+ Provides expert advice on the drafting, alignment, sign off, implementation and update of the SOPs not-owned by Compliance

+ Implements regional/local policies and procedures as needed to address gaps and coordinate market implementation of global controls designed to strengthen in-market compliance

+ Proactively stays informed and act on upcoming changes in the company and industry policy framework and regional/local regulations

+ Creates clear guidance and effective procedures designed to enhance controls on the areas identified as result of risk assessments and other reviews



**UNDERSTAND RISK PROFILE OF MARKETS IN THE REGION**



+ Understands the risk profile of the markets in the region using available metrics and resources and considering relevant enforcement activity

+ Performs compliance risk assessments at markets in the region in partnership with global Compliance

+ Performs reviews of audit, investigation, monitoring results to identify trends and emerging risks in the region

+ Identifies cross organization efficiency, control gaps, or inconsistent local policies and processes related to the interaction with healthcare professionals, government officials, medical societies, government agencies and patient associations and partner with compliance supporting functions and business leaders to develop proposed mitigation



**UNDERSTAND KEY BUSINESS INITIATIVES/PRIORITIES AND SUPPORT RISK MITIGATION**



+ Engages with business and other functional leaders to assess risk and implement mitigation on key business strategies

+ Provides reactive and proactive constructive and solution-oriented advice/ support to the business on the development of systems, processes and controls designed to address compliance risks

+ Provides regional and in-market support, consistent guidance, and consultation on questions related to corporate compliance policies



**UNDERSTAND MONITORING NEEDS OF MARKETS IN THE REGION**



+ Coordinates monitoring needs in the region/market

+ Reviews monitoring results together with business and supports to adjust strategies / tactics as needed

+ Establishes a regular reporting mechanism where emerging risk areas, non-compliant trends and procedural gaps are reviewed and discussed



**ESTABLISH AN EFFECTIVE TRAINING PROGRAM**



+ Supports in the implementation and maintenance of an effective corporate and local training curriculum for the markets in the region

+ Identifies training needs and builds customized materials to ensure adequate training on corporate and industry compliance matters

+ Reports on the training delivered



**ASSIST IN REMEDIATION**



+ Provides support and guidance to business process owners in the development, execution, and documentation of remedial actions for any deficiencies in control design or operating effectiveness or process identified through day-to-day compliance and control activities, control self-assessments, Corporate Audits, Investigations and monitoring activities

+ Supports Regional / Market Open Door and Anti-Retaliation policies awareness

+ Follows reporting protocols for every potential RCI

+ Supports compliance Investigations

+ Assists in individual and programmatic remediation of issues identified by investigations, audits, or monitoring activity, supporting business to identify root cause

+ Provides support to business in the accurate response to audit requirements related to compliance



**MANAGE THIRD PARTY RISK**



+ Supports region/markets to identify, understand and proactively mitigate compliance risks associated with third parties

+ Coordinates implementation of third-party controls and processes

+ Monitors and assess adherence to third party contractual obligations

+ Supports regional business development transactions compliance due-diligence liaising with Global Compliance when needed



**QUALIFICATIONS**

Indicate qualifications that are job related, consistent with business necessity and necessary for the performance of an essential function of this role including: education/licenses/certifications, relevant experience (where legally permissible), technical and/or other job-related skills.

**QUALIFICATIONS**



+ University degree in Law, Finance, Business, Medicine, Science with strong academic background; Master's Degree preferred

+ 10 years above professional experience in Legal, Finance, Business Operations or Compliance and control related functions. Good track record to prove capabilities for Compliance (e.g. projects in business designed to enhance controls)

+ Comprehensive understanding of the local regulatory environment (as it is related to Compliance), relevant international and local Codes of Practice, guidelines, regulations as well as applicable Pfizer SOPs, Policies and Procedures (only for internal candidates)

+ Understanding of US FCPA and pharmaceutical/healthcare industry experience is preferred
