PROJECT: WV PATH. Implementation of a broad based integrated eligibility (IE) solution for the State of West Virginia including healthcare and family assistance programs, child welfare/APS (CW), and child support enforcement (CS). Employees in this position should have achieved certification in project management and be supervising employees who are working toward or have achieved certification in project management.

Primary Responsibilities:
  • The Project Manager leads the project management activities for implementation of the modernized eligibility solution and all projects/enhancements initiated during Operations. The Project Manager also acts as the main point of contact for the State regarding implementation, and Maintenance and Operations project management activities
  • Support of any federal gatepost reviews, including CMS, State, and/or federal certification processes
  • Responsible for the coordination and completion of projects across various functional areas
  • Provides subject matter expertise in areas including project scope definition, risk identification, project methodology, resource allocation, facilitation, and other areas of expertise based on established project management techniques.
  • Makes presentations to management on project updates, project cycle, and expected results. Ensures projects are completed on time and in scope
  • May manage vendor and service providers to define project scope and performance expectations
  • Incumbents may be part of a project management office (PMO) in their business. Project Management roles specific to a particular functional area should be assigned to that family where appropriate (e.g. IT Project Managers should be placed in the IT Family). Employees in jobs labeled with SCA must support a government Service Contract Act (SCA) agreement
  • Provides leadership to and is accountable for the performance and direction through multiple layers of management and senior level professional staff
  • Work most often impacts a large business unit, or multiple markets/sites

Required Qualifications:
  • 4+ years of experience in project management of IT projects that encompassed the full system development life cycle from initiation through post implementation, within a human services department or health insurance marketplace in a US state or territory
  • Program SME in IE (Integrated Eligibility) Solutions, CW (Child Welfare), or CS (Child Support) Enforcement is required
  • Project Management Professional (PMP) Certification from PMI (or able and willing to quickly obtain)
  • 4+ years of experience in the implementation of systems
  • Must be able to have your primary work location as Charleston, West Virginia, as well as work Mon-Fri 8am to 5pm. This is non-negotiable per the state government's contract requirements. Work site is on Washington Street E. in Charleston
Preferred Qualifications:
  • Undergraduate degree
  • 4+ years of technical experience (IT)
  • 4+ years working in a matrixed environment with shared services teams
  • 4+ years of financial management and forecasting experience
