River Park Hospital, a 165 bed behavioral health facility located in Huntington, WV, is currently seeking aHuman Resources Director to join our leadership team.. The HR Director also serves as the EEO Officer and the Facility Compliance Officer for the hospital.This position provides professional level planning, reporting and analysis to support the goals and objectives of the organization; resolves conflicts to protect the organizations assets; provides expertise and recommendations to support management decisions. Ensures HR activities are in compliance with State and Federal laws, licensing and accreditation bodies, and facility contracts. Oversees all HR functions including recruitment, compensation, benefits, training/orientation, employee relations, workers compensation, unemployment claims,and maintaining all personnel records in files and the HRIS system.

Essential Core Functions:

  1. Ensures compliance with local, state, federal, Joint Commission, and other regulatory agencies governing hospitals regarding employment practices.
  2. Provides professional and technical assistance for supervisors and staff as needed.
  3. Maintains employee classification and salary ranges.
  4. Liaison between employees and administration. Works with and coaches employees as needed.
  5. Assists supervisors with employee disciplinary action and terminations to ensure appropriate steps are followed and documented. Counsels employees and managers concerning work related problems, concerns, and questions as needed.
  6. Develops, implements, and maintains human resource policies and procedures in accordance with laws regulations and hospital strategic plan.
  7. Works with council in prevention of and preparation for legal issues in regard to employment.
  8. Oversees Unemployment Compensation. Ensures documentation regarding employee dismissals is received by third party administrator timely. Attends unemployment hearings as required.
  9. Investigates compliance issues and employee complaints and councils supervisors and employees for resolution.
  10. Facilitates employee recruitment for the hospital.
  11. Oversees timely performance evaluation and wage and salary administration. Responsible for all entries in the Lawson software.
  12. Is the Facility Compliance Officer and the hospitals EEO Officer.
  13. Responsible for HR Dashboard reporting and the hospitals Applicant Tracking System.
  14. Administers the ACE test to all Mental Health Technician interviewees.
  15. Participation in committees and quality initiatives as assigned.
Job Requirements

Education, Certification/Licensure, and/or Experience

  1. Bachelors degree in Business, Human Resources Management, or a related field. Master's Degree preferred.
  2. PHR,SPHR, or GPHRcertification preferred.
  3. Three years management experience required, and five years of healthcare experience preferred.

Knowledge, skills, and abilities required

  1. Knowledge of current employment laws and regulations local, state, and federal.
  2. Knowledge of Joint Commission, DHHR, and all other regulatory agency standards applicable to Human Resources.
  3. Knowledge of employee benefits, workers compensation, and unemployment claims.
  4. Excellent computer skills and knowledge of Microsoft Office Suite.
  5. Verbal and written communication skills.
  6. Ability to work collaboratively with others.
  7. Customer service skills.
