Perspecta has an immediate need in our Health Payer Segment for a Cloud Developer to support the Centers for Medicare and Medicaid Services (CMS) Integrated Data Repository (IDR) O&M Contract. The position location is Herndon, VA., Camp Hill, PA or Baltimore, MD. Ability to achieve Public Trust Clearance is required. Must be a US Citizen or a Green Card Holder who has worked in the US three out of the past five years. Candidate must be able to drive to the CMS client site in Baltimore, MD for occasional meetings.

The Integrated Data Repository (IDR) is the centerpiece of CMS Enterprise Data Warehouse Strategy. The IDR responds to the Agencys critical need to have an integrated data environment that contains Medicare and Medicaid data (e.g. claims, beneficiary, provider, and plan data). The underlying technology of the IDR is an integrated Hadoop and Teradata Enterprise Data Warehouse. It supports the massive volumes of data associated with CMS program benefits. This cloud migration will include migrating IDR data streams, setting up the IDR Cloud Data Warehouse, and establishing an Operations and Maintenance plan.

POSITION OVERVIEW: Developer role duties include supporting various development and maintenance activities following processes/standards/architecture using Python/Informatica skills. Activities include gathering requirements, developing, implementing, managing, monitoring, and maintaining IDR Streams. Multiple streams will be migrated, requiring python development for building code in the Cloud and Informatica development for creating workflows. Developers will provide technical expertise on cloud cluster computing techniques and technologies and expert advice to the program. Experience in Spark/Scala/Python based solutions and expertise in benchmarking/fine tuning/troubleshooting these solutions. They will assist customers with data integration and migration efforts. Testing activities include creating testing plans, testing new cloud ETL processes and producing results comparison towards signoffs. Responsible for verifying code replatformed from Informatica scripts, Unix scripts, Bteq scripts, Cobol Teradata code. Testers will test Python code in the Cloud and informatica workflows.

Key Responsibilities

  • Applies Database tools and techniques to build code, test, troubleshoot Datasets in Cloud.
  • Applies subject matter knowledge to solve complex data issues within established guidelines and recommends appropriate actions
  • Supports Cloud Migration projects, gathering requirements, developing, testing, implementing, and monitoring IDR Streams
  • Work with federal and contractor staff to support the Cloud Migration
  • Follow established CMS standards for implementing Cloud configurations.
  • Collaborate and coordinate with the other contract Government Task Leads as directed by CMS
  • Become knowledgeable on the IDR Data Model
  • Work on problems / projects of diverse complexity and scope
  • Exercises independent judgment within generally defined policies and practices to identify and select a solution
  • Strong proven analytical ability and ability to solve problems independently



  • BS with 10-12 years of experience, MS with 8-10 years of experience and PhD with 5-7 years of experience. Required experience must be in software development
  • Developing and Maintaining Database Code, such as SQL, Stored procedures in any database
  • Experience migrating code from one database to another database
  • Experience in Hadoop or other Distributed Database
  • Experience coding in Spark environment
  • Experience coding in PySpark
  • Experience coding in Python
  • Experience working in an AWS cloud environment. Certification desired.
  • Experience with AWS Cloud Data warehouse tools, such as Redshift, Athena, EMR
  • Experience with Databricks, Snowflake, is beneficial
  • Experience in Informatica and RDBMS (preferably Teradata)
  • Experience coding in SQL and Unix Scripts
  • Experience testing in a large data warehouse environment
  • Experience using an Agile methodology
  • Experience with Jira and Confluence
  • Excellent investigative skills to find root cause for ETL problems
  • Strong data analytical skills
  • Ability to identify and create detailed requirements
  • Ability to create ETL design specifications and create data mappings.
  • Ability to collaborate and coordinate with contract Government resources.
  • Industry experience a plus (Medicare, Medicaid, Healthcare or commercial insurance).
