Optum State Government Solutions (SGS) provides a range of"comprehensive solutions as a partner to state government Health and Human"Services related agencies throughout the United States and its"territories.


We are looking for a Technical Data Architect. This"individual will be involved across many aspects of architectural design, build,"engineering and implementation of technical application solutions and"capabilities, providing technical leadership for their assignments. This person"will concentrate on understanding, designing, creating, consuming,"deploying, and managing the conceptual, logical and physical data layers,"interfaces and persistent data, ensuring that useful information is available"and secure for the enterprise and its customers to complete their missions."They will work to establish data governance as a valuable resource of an"organization. The individual is responsible for communicating and enforcing"overall architecture vision, technical strategies, and trade-offs across their"assignments. Assignments may be in both product development and on specific"customer implementations.


This position is for general capability assignments versus"a specific dedicated account and therefore you'll enjoy the flexibility to"telecommute* from anywhere within the U.S. as you take on some tough"challenges. Since architecture is a leadership position by its nature, travel"can be required at times.

Primary Responsibilities:
  • Understand the healthcare application space to"be filled to determine the most advantageous approach for the application among"tradeoffs for Optum and its customers
  • Understand the specific data realm of interest"to the organization at the detail level required for the work being completed
  • Understand and document meta-data, data usage,"interaction mapping, and data flow.
  • Ensure consistent, safe, and secure storage of"information within the retention specifications of the organization
  • architect fast, robust, appropriate, easy to"use, and secure methods of consuming data for both capture and consumption
  • architect consistent, effective and efficient"integration schemas that are flexible, reusable, and lead industry alignment
  • architect and lead implementation of appropriate"techniques and tooling to manage data holistically and consistently, across"different types of data storage platforms
  • In concert with infrastructure, security and"applications personnel, design secure data handling from initial contemplation"through realization of implementations
  • Develop, adhere to, and evolve enterprise data"standards and models
  • Develop vision and forward-looking strategy to"enhance the value of data, information and its usage bringing market advantage"to Optum and its customers
  • Implement at customer accounts where necessary"and participate in data governance within Optum and on assigned customer"accounts
  • Increase data quality from both a control and"assurance standpoint while reducing costs of data handling
  • Seek new ways to bring advantage to Optum and"its customers in organizational knowledge and wisdom from data and information
  • Organize improvements in managing effective"reference, master, meta-data, structured and unstructured data in products and"delivery accounts
  • Implement and help evolve strategic architecture"directions
  • Contribute to lowest TCO determination in the"application solution approach
    • Design"balanced with risk to the organization,
    • Design"robust, reliable application data approaches
    • Increase"the ability to deliver and maintain the result designs
    • Increase"speed to market, speed of innovation
    • Guard"the flexibility of the application to evolve cleanly and at low cost
    • Reuse"existing corporate and business unit product capabilities where they fit
    • Determine"where COTS products should be applied in an application data tier and the"requirements the COTS product must meet, determine whether existing preferred"and acceptable COTS products are available to meet the requirements and if not,"collaborate with the architecture capability to vet out new options,
  • Identify and use applicable architecture"patterns, structures, and standards,
  • Determine data features needed to meet current"and expected requirements, especially those that bring competitive advantage
  • Work with applications architects to model major"data interfaces of an application and how the result will interact with"consumers,
  • Work with development and field teams to realize"the design and help solve design and approach difficulties,
  • Champion assigned data architecture through any"governance gates
  • Work ahead of the development teams to ensure" development teams have a solid design in place and a good understanding of" the technical data solution when it is time to build it

Required Qualifications:
  • 8+ years of experience with data design and patterns
  • 6+ years data architecture experience
  • 6+ years of experience with technical systems data architecture" documentation using standardized notation (for example ERD)
  • 6+ years of experience working on an Agile software" delivery team
  • 6+ years of experience using event handling, API design" and implementation, and proper component design approaches
  • 4+ years of experience protecting clinical data covered" by HIPAA
  • 2+ years of experience designing for SQL and no-SQL" repository types
  • Experience working as part of an architecture" capability
  • Experience mentoring team in the capacity of Data" Architect
  • Familiar with health care industry vertical
  • Familiar with current industry data standards such as FHIR
  • Authorized to work on government contracts in the U.S.

Preferred Qualifications:
  • Higher education in Engineering, Computer Science, or" Management Information Systems
  • 3+ years of experience in health care industry vertical
  • 2+ years of experience in delivering to government" customers, especially Health and Human Services and Medicaid customers" highly preferred
