The Defense group supports the Department of Defense (DoD) mission to keep our homeland and its citizens safe. We provide solutions to improve the Nation's defense by providing software, systems engineering, IT, training and logistics and fleet management solutions.


  • Assists in the coordination of joint strategic and operational planning and execution of joint fires, targeting, capability pairing, and threat mitigation in support of the Cyber Mission Force and partner operations.
  • Provides advice to leadership on all principles of the Joint Targeting Cycle to include: Focused, Effects-Based, Interdisciplinary, and Systematic. Provides support to future operations planners integrating cyber capabilities into Combatant Command and Global cyberspace plans and operations.
  • Plans, organizes, determines, and recommends necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned and anticipated joint fires and cyberspace operations coordination and execution.
  • Supports offensive cyberspace operations (OCO) target nomination, deconfliction, and planning throughout the entire Joint Operation Planning Process (JOPP) including High-Value, High-Payoff, Time-Sensitive, and Component-Critical targets.
  • Synchronizes and deconflicts Special Access Program/Special Technical Operation (SAP/STO) capabilities with operational planning.
  • Acts as the primary participant supporting Joint Targeting and Fires in exercises.
  • Assesses, analyzes, and coordinates targeting and CMF employment strategies and doctrine development and engagement responsibilities with components, subordinate commands, and supporting commands. Synchronizes, coordinates, and implements targeting methodologies, operational references, and doctrine with internal and external stakeholders.
  • Assists with all aspects of cyber advanced targeting and CO employment to include: interagency planning, joint targeting board support, cyber weapons capability analysis and pairing, target systems analysis, target materials production, collateral effects estimate, and joint planning group support.
  • Assesses, analyzes, and shapes targeting methodologies supporting basic, intermediate, and advanced target development.
  • Participates in, and leads when required, working groups, operational planning teams, and joint planning groups.
  • Develops documents to include lessons learned, as well as results and conclusions with relevant organizations such as DOD, Federal Agencies, and commercial partners.
  • Provides scheduled and ad hoc briefings and point papers on Cyberspace Operations.
  • Develops and conducts briefings to senior personnel on USCYBERCOM Fires processes
  • Participates as Senior Fires support in exercises.
  • Develops joint targeting policies, operational references, and procedures.
  • Advises and recommends supporting processes and procedures for the Joint Targeting Control Board.
  • Conducts research, analysis, development, and coordination of strategy, policy, and doctrine for cyberspace operations at the national, DOD, Service, and Command level.
  • Provides technical expertise on executive-level projects; analyzes, assesses, and develops future policies and doctrine governing cyberspace operations.
  • Independently researches, analyzes, assesses, and examines existing frameworks for DOD, interagency, national, and international cyberspace-related policy, orders, directives, doctrine, and strategies.
  • Identifies misaligned structures or documentation within the policy and guidance landscape, across all levels, along with overlaps, gaps, and seams which impede or may conflict with DOD execution of the cyberspace mission set.
  • Proposes new logical frameworks and structures to optimize the DOD guidance landscape and to clarify linkages to interagency and national frameworks and guidance.
  • Supports policy formulations on cyberspace issues, ensuring authorities, concerns, and equities are accurately represented.
  • Develops reports and briefings on policy, strategy, and doctrine activities.


  • Minimum 15 years of experience in Fires and/or Targeting
  • Minimum of High School Diploma
  • Strong attention to detail and organizational skills
  • Excellent communications skills
  • Strong analytical and problem solving skills
  • TS/SCI w/Polygraph
  • Cyberspace operations experience
  • Joint and service policy and doctrine knowledge and development experience (general and cyberspace operations specific)
  • Knowledge and experience with Service or Joint Doctrine, operational references, or policy development processes
  • Ability to think independently, analytically, and critically to conduct risk analysis and propose innovative and achievable solutions
  • Acts as technical expert on executive level project teams providing technical direction, interpretation, and alternatives to exceptionally complex problems and processes relating to the cyberspace operations
  • Possesses a thorough and expert understanding and knowledge of existing joint cyberspace operations policies and doctrine, and service doctrine


  • DOD 8140/DOD 8570 IAT Level II Certification
  • Completion of JAWS or an advanced Service planner school (SAMS, SAASS, SAW)
  • Specialized education in military joint operation planning through the JPME II from a CJCS accredited joint education program listed in CJCSI 1800.01E. The JIOPC, or other similar military operation planning courses, may be substituted for JPME II.
