Cyber Policy Analyst III

Fort Gordon, GA


Perspecta is looking to hire an experiencedCyber Policy Analyst to Support ARCYBER G8 Force Development. The contractor shall provide support to leadership in developing, integrating, and optimizing ongoing efforts within Force Development Divisions. S/he shall provide support to organizational efficiency reviews and staff studies.


  • Conducts research, analysis, development, and coordination of strategy, policy, and doctrine for cyberspace operations.
  • Provides technical expertise on projects, analyzes, assesses, and develops future strategies, policies, and doctrines.
  • Supports interagency and coalition policy formulations on cyberspace issues.
  • Provides concise, actionable communications.
  • Assesses programmatic issues, conducts risk analysis, and proposes innovative and achievable solutions.
  • Provides content for developing reports and briefings on policy, strategy, and doctrine activities. Mentors mid-level and junior staff.
  • Performs research of complex public policy issues ranging from energy and health care to national defense and homeland security.
  • Conducts research using both qualitative methods and quantitative methods, such as case studies, survey research, statistical analysis, and model building.
  • Collaborates with technical staff to develop data warehouse.
  • Uses spreadsheets and statistical database programs, such as SAS. Prepares policy reports and briefs of research and presents findings. Analyzes legislative proposals.
  • Evaluates the effectiveness of existing government policies and programs and formulates recommendations regarding strategies to achieve identified mission.



  • Active TS/SCI with CI or FS Poly
  • 10+ years of experience conducting cyber policy research to include both qualitative methods and quantitative methods.
  • 10+ years of experience in preparing policy reports and briefs of research and findings.
  • 10+ years of experience evaluating current policy effectiveness and providing recommendations for improvement.
  • 5+ years of experience in SharePoint solution development, configuration, or customization
  • 5+ years of experience with Knowledge Management in a professional work environment.
  • Edu/Exp: HS 16+ Years, BA/BA 10+ Years, or MA/MS 8+ Years


  • Possesses a in-depth understanding and knowledge of existing cyberspace policies.
  • Prior HQDA G8 System Synchronization or Capabilities Development experience
  • CGSC/ILE or equivalent graduate;
  • Information papers and briefing development for O6 thru 3-Star audience
  • Capable of briefing complex requirements to audiences unfamiliar with topic
  • Knowledge of ARCYBER, HQDA, Joint and COCOM staffs, processes and procedures
  • Experienced Knowledge Manager with Certification
  • CGSC/ILE or equivalent graduate
  • Ability to create executive level correspondence
  • Capable of briefing complex requirements to audiences unfamiliar with topic
  • Microsoft Productivity Suite, including Outlook, Word, Excel, PowerPoint, OneNote and Project
