Civilian, State and Local

Perspectas Civilian, State and Local segment partners with the U.S. Federal Civilian State and Local governments to provide infrastructure services, business solutions, and digital transformation services that help them achieve policy objectives and integrate citizen-centric services.


Provides support in the translation of business requirements into telecommunications (e.g., LAN, MAN, WAN, Voice and Video) requirements, design, orders, and administration. Provides in-depth engineering analysis of telecommunications alternatives (VoIP, Cloud Hosted Solution) for government agencies in support of their strategic modernization efforts and telecommunications enhancement design for medium and large-scale telecommunication infrastructures. Provides and interface support to telecommunications end users, telecommunications operations personnel, and telecommunications strategic program management. Provides project tracking and guidance to other team members on a regular basis and provides reporting to the customer.

  • Provide support to User Community for ICE specific Telecommunications business needs and services.
  • Ensure desired system requirements are met, including third-party software and/or hardware
  • Application support for custom app groups within the ICE specific network.
  • Collaborated with clients and sales staff to select appropriate products and services
  • Create standard operating procedures (SOP) for training dynamic workforce
  • Provided end-user training remotely and in person.
  • Create and Maintain documentation, Reports, SOPs, Data Spreadsheets, etc.
  • Submit Weekly Status Reports


  • Must have an Associates Degree or higher and/or 5 or more years of experience.
  • Must be a U.S. Citizen and able pass background investigation to obtain a security clearance
  • Must possess experience of telecommunications concepts, computer languages, operating systems, database/DBMS and middleware
  • Must have expertise in some/ all of the following COTS products:
    • Lucent (Avaya)
    • Service Now
    • other Key system switches
  • Must have working knowledge of Cabled and Terminated Telephone and Data Jacks
  • Must have experience in the installation, services, and preventative maintenance on comprehensive telecommunication systems and peripherals including VoIP, routers, accounting software, etc.
  • Must have experience to program and prepare phone systems for site-specific installations across the country
  • Must have experience providing remote technical support to contractors/vendors and End Users
  • Install, service and maintain various telecom switches, PBX, VoIP solutions, etc.
  • Ability to use network troubleshooting tools and techniques
  • Must possess excellent written and verbal communication skills
  • Must possess excellent project management skills

Desired Requirements:

  • Active Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) Security Clearance
  • Experience supporting the DHS, ICE, Infrastructure Project Services Branch (IPSB)
