  • Bachelors Degree or equivalent combination of education and experience
  • At least 2 years of experience in Business Analyst capacity with USSTRATCOM
  • Familiarization with the USSTRATCOM Purchase Request / Bill of Materials process, Form 9s, and Defense Enterprise Accounting and Management System
  • Experience working with contracts including Request for Proposals (RFP) and Request for Information (RFI)
  • Experience working with procurement practices

    Desired Certifications:
  • Costpoint Application
  • IT Management tools (such as SharePoint)
  • Familiarization with USSTRATCOM/J6 and J8 financial processes and procedures.

Leads the planning and implementation of large programs in the function, and r. Provides advice and counsel to the organization in area of expertise. Plays a role in overall functional strategic planning. Manages program and project implementation and makes significant contributions to department goals and planning efforts. Generates quotations on standard products and custom work as required; coordinates quotation follow-up activities with customers and product managers. Works with customers as asales point-of-contact from receipt of PO throughdelivery of products and services. Coordinates service/product deliveries, to include: PO travelers, daily delivery activities, domestic and export/import documentation, service and product invoicing, warranty status, etc. Coordinates with sale representatives to perform the tasks identified.LevelDescription06Inexperienced with limited use and/or application of technical principles. Assists and provides administrative and operational Business Analysis support the program.

Essential Job Functions

Candidate must be able to perform the following tasks:
  • Provide administrative and operational support to line management in a variety of functional areas, which may include finance, proposals, pricing, contracting,
  • Regularly interface with senior / executive leadership and USSTRATCOM financial management.
  • Reconciles purchase orders with quotes, including payment terms, delivery schedule, etc.
  • Possesses demonstrated ability to specify cost and financing issues and in integrating the multiple economic and financial analysis tasks and activities involved in engineering projects.
  • Analyzes bids for specification compliance, prices, delivery commitments and past performance; utilizes online systems as a resource for procurement.
  • Negotiates with suppliers to obtain products at the best cost in order to ensure end-users needs are met; negotiates delivery, terms and conditions, and pricing.
  • Coordinates the procurement of all materials, products/services and equipment necessary to fulfill the requirements of the Purchase Request.
  • Processes and completes purchase orders; places orders; verifies receipt of purchase.
  • Maintains communication with suppliers during course of procurement action in order to ensure timely delivery in compliance with the requirements of the procurement document.
