Perspectas Risk Decision Group (RDG) is a leader in the area of risk reduction services, including insider threat, supply chain risk management and data analytics, within the federal government and is seeking growth in its current base and with new customers, expansion of its capabilities, and innovation in this critical area.

The successful Business Development Executive will be responsible for the development of Perspectas Risk Decision Groups (RDG) new business pipeline, opportunity identification, qualification, shaping, strategy and competitive positioning activities leading to the successful capture of new, large ($50M+) opportunities. The ideal candidate will have a proven record of success, with examples, in leading a business pursuit to award, as well as identifying, qualifying and closing enough near- and longer-term deals to support the strategic growth of a rapidly growing line of business.

This is an individual contributor role. Position reports to the Risk Decision Group Vice President of Business Development and is located in the Northern VA area. Some travel (10-25%) will be required.


  • Strategy. In coordination with RDG executive leadership, provides focused input into the Strategic Planning Process in area of expertise.
  • Pipeline. Responsible for aggressive RDG pipeline development and opportunity conversion in alignment with the Business Groups strategy and current and out-year new business growth targets.
  • Market Expansion. Based on analysis, customer research/interaction and external dialogue (e.g. conferences), develops a strategy to expand new business markets and customers, and concrete action plans to grow business in a highly evolving market space.
  • Collaboration. Collaborates and coordinates BD activities within RDG and horizontally across multiple Perspecta Business Groups, customer-focused accounts and Business Development teams to ensure relevant capabilities are leveraged and that opportunities are coordinated, prioritized, managed and captured.
  • External Relationships. Develops and maintains strong business relationships with key decision makers in relevant market and capability segments. Must also be comfortable interfacing with industry peers, cultivating bid-focused teaming relationships as well as longer term partnerships with strategic large, niche/disruptor, or Small Business partners. External focus is a requirement.
  • Solutioning. Identifies, defines and interactively develops solutions-based, outcome-focused responses with customers to fulfill their needs, formal requirements and meet budget constraints. Frequent interface internally with Perspecta and RDG solutions architects and offerings teams is a requirement.
  • Resourcing. Coordinates and/or supports internal competitive intelligence analysis, solutioning, capture management, pricing and RFI and/or proposal development to ensure delivery of the highest quality products. Implements best business practices to ensure team evolves and remains competitive.
  • Presentation. Must be comfortable in discussions with customers, interaction at external events, and teaming discussions and be able to gain information effectively for internal decision-making and bid progression. Must have expertise in developing and presenting Review Gates and in general interactions with Perspectas Senior Executive Leadership, closing subsequent actions, and coordinating and gaining buy-in with multiple other operational and functional areas.

  • Bachelors degree is required and Masters degree is preferred.
  • 12 - 15+ years related experience in the federal government contracting environment to include usage of IDIQs and GWACs.
  • Must have a solid business development background with demonstrated wins; must understand the cradle-to-grave BD process for bids over $50M.
  • Is a self-starter who can operate with minimal oversight and direction
  • Must be able to close deals successfully and determinedly
  • Must have effective oral and written communication skills coupled with the ability to establish and maintain productive customer and industry participant networks.
  • Must be a US citizen with a current Secret level clearance and the ability to upgrade to a Top Secret level as required.


  • Customer experience within the Department of Defense and/or the Department of Homeland Security, is desirable. An understanding of insider threat, personnel security vetting and risk data analytics is preferred.
  • Current relationships within focus agencies and with potential teaming partners is beneficial.
  • Experience working with commercial customers is a plus but not required.
