Pay Transparency Nondiscrimination Provision

The contractor will not discharge or in any other manner discriminate against employees or applicants because they have inquired about, discussed, or disclosed their own pay or the pay of another employee or applicant. However, employees who have access to the compensation information of other employees or applicants as a part of their essential job functions cannot disclose the pay of the other employees or applicants to individuals who do not otherwise have access to compensation information, unless the disclosure is (a) in response to a formal complaint or charge, (b) in furtherance of an investigation, proceeding, hearing, or action, including an investigation conducted by the employer, or (c) consistent with the contractors legal duty to furnish information. 41 CFR 60-1.35(c).

Qualifications

The following are required qualifications for this position:
  • The Contractor shall possess at a minimum a Bachelors Degree or higher in economics, business, accounting, data science, or a related field and have at last seven (7) years of experience working in the IC, of which at least three (3) years has been in the field of budgeting.
  • Demonstrated ability to communicate clearly both in writing and verbally.
  • Demonstrated attention to detail such that deliverables are correct, complete, and ready for Government action.
  • Demonstrated ability to translate verbal conversations and research into professional quality minutes, talking points, or memos with little revision or editing for either content or accuracy.
  • Demonstrated expert knowledge of the customers IC mission, the governing principles, laws, policies, procedures, protocols, regulations, and statutes for IC budgeting and program management.
  • Demonstrated ability to analyze, assess, and create budgets and budgetary plans supporting senior-level staff.
  • Demonstrated ability to effectively use budgeting tools as required by the Government.


Responsibilities

Tasks shall include the following:
  • Develop, review, update, and maintain budget artifacts per Government guidance, and provide detailed analysis, options and recommendations regarding budgetary actions and status.
  • Develop and maintain budget artifacts using tools as requested by the Government.
  • Ensure all deliverables are timely, of high quality, and error-free.
  • Analyze budgetary information in any IC topic, develop options and recommendations, and deliver as a professional quality, peer-reviewed document ready for Government action.
  • Provide logistical support for various budget for a such as coordinating budgetary discussion per Government direction, preparing talking points for senior staff, running prep sessions for seniors, reserving rooms, sending/updating meeting invitations, agendas, arranging for briefers, preparing and distributing formal minutes, capturing, tracking, and reporting on the resolution of action items.
  • Contractor shall provide substantive expertise in budgeting standards, regulations, tools, and process and shall produce professional-quality documents to share, coordinate briefings or facilitate the resolution of action items. Deliverables may include formal recommendations researched by the Contractor staff and presented to the Government as a peer-reviewed memo.
  • Using clear and concise language, author, develop, comment on, or update interagency issuances on complex budgetary topics. Deliverables may include formal recommendations researched by the Contractor staff, presented to the Government as a peer-reviewed memos or other formal documents.
  • Assist Government staff by drafting or updating issuances, escalating issues, or sharing best practices pertaining to budgets and budgeting processes, to include the development of new issuances or by providing input, edits, and comments to related issuances from customer components.
