Responsibilities

Administers budgets and prepares fiscal forecasts based on historical costs. Compiles and reviews budgets using actual performance, previous budget figures, estimated revenue, expense reports, and other data sources to control funds and provide for proper financial administration. Prepares financial plans, monitors implementation of financial policies, prepares regular and special purpose reports, maintains historical records, analyzes trends, establishes cost rates and personnel forecasts, recommends and interprets budgetary policies and procedures, prepares comparative evaluation of actual costs against budgeted funds, and determines rationale for variances between costs and budget. Analyzes budgeting and accounting reports for the purpose of maintaining expenditure controls. Prepares regular and special budget reports, investigates variances. Provides advice and technical assistance with cost analysis, fiscal allocation, and budget preparations. Consults with managers to ensure that budget adjustments are made in accordance with program changes. Reviews operating budgets to analyze trends affecting budget needs. May also be billable to a contract. Performs analysis of budgets and schedules needed to meet contractual/project requirements for assigned portions of a program or programs.

Assist in the planning, analyzing, managing and executing of fiscal resources. This support will include, but is not limited to:

  • Monitoring and reporting execution status by analyzing transactional information and preparing draft documentation necessary to support contracting and budgetary actions;
  • Supporting the development of fiscal program builds, track budgetary legislative Acts and appropriation mandates (including amendments) affecting the customer, review and assess impacts to customers fiscal planning and budget execution that may result from legislative marks, organizational reprogramming, or policies;
  • Conducting research and analysis to deliver reports and presentations in response to internal external tasking and requests.

Qualifications

REQUIRED qualifications for this position:

  • TS/SCI with Poly clearance required.
  • Bachelors degree or higher in Business, Finance or other related field.
  • Five or more years of experience planning, executing, and tracking budgets.
  • Expert ability to gather financial information and manipulate spreadsheets to analyze and present data appropriately for financial decision makers.
  • Expert ability to work with financial systems for processing and tracking daily budget actions.

DESIRED qualifications for this position:

  • Three or more years of experience with the Intelligence Planning, Programming and Budget Execution (IPPBE) processes and framework.
