This is an executive level position responsible for the overall operating functions, including vision setting and direction for the Optum Behavioral Health (OBH) operation and contract management as well as the relationship with its customer, UnitedHealthcare Community and State (UHC C&S). The Executive Director must coordinate with all functional areas of matrix partners, including but not limited to quality management, care management, utilization management, network development and management, provider relations, member outreach and education, member services, contract compliance, claims and reporting. This position directly impacts financial performance and achievement of overall public sector goals and is responsible for all program planning functions and for meeting contracted reporting requirements and performance standards set by the customer. The Executive Director develops functional, market level, and / or site strategy plans as well as identifies and resolves technical, operational and organizational problems outside own team.

Primary Responsibilities:

• Responsible for providing oversight and leadership of integrated behavioral health benefit, including UM program, network development and care management
"

• Be available to meet at the States requested location within 24 hours notice from the State

• Lead and direct matrix teams, coordinate day to day operations to achieve goals and ensure contract compliance of all functional areas supporting behavioral health in the market
""
• Provide thought leadership and consultative partnership on behavioral health to UHC C&S Health Plan leadership and the state Medicaid agency
""
• Identify and analyze local market trends, service gaps and lead the development of mitigation strategies aligned with strategic priorities
""
• Guide stakeholders and matrix partners in the effective delivery of services, achievement of metrics, and avoidance of all contract penalties
""
• Lead the development and execution of action plans to remedy any audit findings from internal/external audits or state concerns
""
• Establish and maintain relationships with key BH providers and provider associations
""
• Develop, review, and approve documentation and reporting demonstrating program requirements and performance
""
• Assist with state specific and cross-market product development initiatives
""
• Influence innovation across teams to ensure aligned, cohesive progress across technology, marketing and service operations
""
• Support sales and business development activities to foster growth and account retention

Required Qualifications:

• Must reside in North Carolina
""
• Must be fully licensed, as a psychiatrist or psychologist, by the State of North Carolina
""
• Must have a minimum of five (5) years experience in a behavioral health clinical setting
""
• Must have a minimum of two (2) years experience in managed care
""
• Experience working with different levels of leadership at State agencies, Medicaid, payers and providers, elected officials
""
• Demonstrated ability to achieve goals in a matrix environment
""
• Demonstrated ability to work collaboratively, influence others, and effectively communicate at all levels of the organization
""
• Excellent verbal and written communication skills
""
• Exceptional planning, organization, and monitoring skills

• Strong customer service orientation

• Demonstrated leadership effectiveness, with at least 3 years experience as part of an executive leadership team

• Proficiency with all MS Office applications and minimum of 3 years experience working with applications

Colorado Residents Only: The salary range for Colorado residents is $110,200 to $211,700.
