Provides Analysis Orchestration Services (AOS) Systems Engineering and Integration (SE&I) expertise to technical planning and full lifecycle SE&I implementation, for the Analysis Services Integrated Program Office (IPA), to maintain and enhance current AOS capabilities and define the future of workflow management services associated with the NSG/ASG GEOINT analysis mission. Ensures understanding of customer needs and decomposes them into requirements and total system solutions that acknowledge technical, schedule, and cost constraints. Maintains strong awareness of Analysis tradecraft advancements, emerging GEOINT data providers, External/Mission Partners initiatives, and ongoing IC analytic initiatives (e.g., Activity Based Intelligence (ABI), Structured Observation Management (SOM)) to engineer workflow orchestration and reporting services that satisfy customer and mission priorities.

Successful candidate must have demonstrated knowledge and hands-on experience with:

  • Lifecycle SE&I for segments/services, from requirements/capability needs definition, design assessment, and integration to testing stages and transition
  • NSG Workflow Management, Order, and Reporting Systems/Services E.g., Cedalion, NES (legacy), GETS, UNICORN
  • The NSG Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) cycle and the end-to-end throughput management of orders, workflow, and reporting tasks
  • GEOINT data providers and sources E.g., National, Commercial, Airborne, OPIR
  • Agile methodologies and associated gates/milestones E.g., Release Planning Events (RPEs); backlog management; release train management

Specific responsibilities include, but are not limited to:

  • Translate customer AOS needs into Epics/Requirements; develop associated Lean Business Cases (LBCs), to include creation of Minimum Viable Products (MVPs)
  • Contribute to the development of key engineering artifacts, such as Architecture and CONOPS, to drive the future vision and implementation of AOS systems/services
  • Participate in the establishment and execution of IPA AOS Enterprise Agile Backlog Management, Enterprise Effectivity Management, and Enterprise Release Train Management processes
  • Support the development of IPA AOS Capability Roadmaps; identify Enterprise dependencies
  • Monitor and conduct technical assessment of Enterprise (NGA and Joint) Requests for Change (RFCs) to identify impacts to IPA AOS systems/services, priority initiatives, and future planning; develop RFCs, as required, leading technical and configuration control board coordination
  • Conduct a variety of engineering analyses, to include capability gaps; capability allocation; architecture alternatives; enduring vs. retirement for legacy system/service capabilities; schedule critical path
  • For current operational AOS systems/services, generate Enterprise Test and Transition Activity Plans; lead Enterprise coordination and execution. Support Discrepancy Report (DR) investigation. Conduct post-event Retrospectives with Stakeholders, gathering lessons learned to improve future activities
  • Support AOS User Engagements across the NSG/ASG, educating users on capability deliveries and gathering mission needs for candidate baseline enhancements
  • Participate in programmatic and technical Reviews/Events/Demos (e.g., Program Management Reviews (PMRs), RPEs, Sprint Demos) to evaluate such things as readiness maturity, Feature prioritization, schedule execution, and risk
  • Identify, track, mitigate, and resolve technical risks and issues related to AOS
  • Lead or participate in Integrated Project Teams (IPTs), Working Groups (WGs), and Technical Exchange Meetings (TEMs) for IPA to serve as focal points for managing project execution and resolving enterprise issues


Required Qualifications:

  • Active TS/SCI Clearance (with a current SSBI adjudicated within the last 5 years)
  • Bachelors degree in applied sciences (e.g. Math, Computer Science, Earth Sciences, etc.) or related technical experience
  • 16+ full years of experience in related field, with a minimum of 10 years of recent agency-specific experience
  • 2+ years of systems integration or systems development experience
  • 1+ years of experience in systems definition and development oversight
  • 1+ years of related experience with NGA or its IC partners
  • Demonstrated understanding of GEOINT workflow orchestration services and intelligence reporting, to include systems/services, intelligence products, and GEOINT data providers e.g., GEOINT analysis discovery and reporting; GEOINT exploitation workflow; target databases; Intelligence Report production (e.g., Imagery Interpretation Reports (IIRs))
  • Demonstrated SE&I experience
  • Experience with Agile engineering and development methods (e.g., Epic, Feature, and/or User Story generation; backlog management)
  • Ability to work independently and within a team environment
  • Strong customer teaming skills; ability to collaborate in cross-functional teams
  • Strong interpersonal, problem solving, organizational, and multi-tasking skills

Desired Qualifications:

  • Advanced degree in a technical field
  • Certification in SAFe Agile
  • Hands-on experience with JIRA, Confluence, and Tableau
  • Knowledge/hands-on experience with NSG change management processes (e.g., RFC process)
  • Exposure to GEOINT intelligence / analytic operations (e.g., NGA Analysis, COCOMs, Intel Centers), to include Tools, Workflows, and GEOINT analysis and reporting products; Structured Observation Management
