The Advanced/Sr. Health Economics Manager is responsible for developing analytical models, establishing protocols and conducting total cost of care research, therapeutic and scientific analyses, developing health economics and outcomes solutions, pharmacovigilance and clinical epidemiology to address the rising costs of pharmaceuticals, total cost of care, and clinical value. The successful candidate will serve as the principal analytical lead for complex and cross team analyses of population health strategies, with a focus on pharmacotherapies and whole person/total cost of care within primary and specialty care delivery practice models. A key responsibility will be to develop the framework and foundation for value assessment of pharmacotherapies, including the impact on medical expenses, e.g. hospitalizations, ED visits, etc. and patient outcomes, clinical benefits, and quality of life.

Primary Responsibilities:

  • Develop comprehensive value assessment methods, including the application of advanced statistics to evaluate economic, clinical and humanistic outcomes of clinical/pharmaco-interventions to accelerate identification of opportunities, quantify value, and measure actual value achieved
  • Identify and implement solutions to support market access and reimbursement of pharmacotherapy products across different payment models, including FFS, capitation, shared-risk, etc.
  • Conduct prospective and retrospective clinical research and analyses to determine the cost benefit and cost effectiveness of new emerging pharmaco-treatments, market displacement/penetration,  health value, and impact to total cost of care 
  • Analyze and communicate the value of pharmacotherapy interventions designed to improve health outcomes, reduce disease burden, and increase the cost benefit of health care
  • Define/refine practical research objectives to address rising pharmaceutical costs and emerging therapies to support/align with clinical program strategies
  • Investigate key business problems through quantitative analyses of utilization and health care costs data, including institutional and medical claims, pharmacy claims, encounter data, EHR data, ETG/DRG, and other sources
  • Identify and leverage appropriate data (e.g. claims data, registry, survey, chart, literature, interviews) to address clinical/business questions & translate into practical care delivery impact improving outcomes & value
  • Collaborate with key stakeholders, clients, and decision makers (e.g., advisory board, Technical Expert Panel) to refine research strategies/value requirements
  • Partner with product, operations, IT and business functions to design and implement clinical solutions by providing clinically relevant research and analysis of clinical and business processes
  • Apply understanding of external factors/influencers in the design of projects (e.g., client culture, payer environment, product development/management, health policy, global environment)
  • Design and deploy strategies to identify and mitigate adverse cost and utilization trends based on a broad knowledge of the healthcare environment
  • Use business intelligence, data visualization, query, analytic and statistical software to build solutions, perform analysis and interpret data
  • Apply descriptive and regression-based analytics & leverage subject matter expert input in the design of analytics and algorithms
  • Design and develop reports and insights to measure KPIs, clinical outcomes, network/program performance and gap analyses
  • Interpret and analyze clinical data from various sources and recommend best approaches for its consolidation and aggregation
  • Conduct and manage outcomes of various studies that include analyzing, reviewing, forecasting, trending, and presenting information for operational and business planning
  • Assist in the development of the annual affordability roadmap to achieve Medical Trend expectations
  • Responsible for periodic affordability trend forecasts, explanation of medical cost results and variances, evaluation of emerging medical cost issues, and development and evaluation of healthcare affordability initiatives
  • Provides consultative guidance to care delivery organizations on clinical analytic approaches to demonstrate clinical and financial value
